HomeMy WebLinkAbout2010-09-27 RCC MIN• MINUTES OF A REGULAR MEETING OF THE RESOURCE CONSERVATION COMMISSION September 27, 2010 City of Chula Vista, Council Chambers 276 Fourth Avenue • MEETING CALLED TO ORDER: By Chair Stillman at 4:02 p.m. ROLL CALL: MEMBERS PRESENT: Chair Stillman, Vice Chair Gilgun, Commissioners Coleman, and Rahimzadeh MEMBERS ABSENT: Commissioner Cory STAFF PRESENT: Conservation & Environmental Services Director Meacham, Environmental Resource Manager Reed, Conservation Specialist Downs, Advanced Planning Manager Batchelder, Building Official EI Khazen, Building Inspector McGuire, Sr. Secretary Fields OTHERS PRESENT: None MOTION TO EXCUSE: APPROVAL OF MINUTES: ORAL COMMUNICATIONS ACTION ITEMS: Commissioner Cory, excused None None 1. CCWG Climate Protections Measures' 2-Year Progress Report Environmental Resource Manager Reed gave a review and update of the 7 Measures of the Climate Protection Measures Program and discussed the components and next steps of the program. Upon completion of the presentation, he and other staff members responded to questions and comments from the Board. ACTION: Chair Stillman made a motion that the Resource Conservation Commission recommend that City Council accept the CCWG Climate Protections Measures' 2-Year Progress Report. Commissioner Coleman seconded the motion. The motion passed unanimously. 2. 2009 Greenhouse Gas Emissions Inventory Report Conservation Specialist Cory Downs gave the presentation. He stated that one of the most . important reasons for doing annual inventories is our commitment to reduce our emission levels to 20% below 1990 levels. He added that the inventories also assist City Council and other city organizations in knowing what our emissions are and where the local sources for RCC Minutes, 9/27/10, Page 1 of 2 • our emissions are in order to best reduce the emissions. He then went over what goes into creating an inventory. The Board then offered comments and asked question to which staff responded. ACTION: Chair Stillman made a motion that the Resource Conservation Commission recommend that City Council accept the 2009 Greenhouse Gas Emissions Inventory Report and that staff report to Council on how much their efforts have helped to lessen what the effects could have been. Commissioner Gilgun seconded the motion. The motion passed unanimously. DIRECTOR OF CONSERVATION AND ENVIRONMENTAL SERVICES COMMENTS Director Meacham discussed the following topics • Announcement of new Board member Robert Ross • AB 1234 -Ethics Training • City Council meeting on the budget -October 5th CHAIR COMMENTS None COMMISSIONER COMMENTS • None ADJOURNMENT: The meeting was adjourned at 5:49 p.m. to a regular meeting on Monday, October 11, 2010, at 4:00 pm in Council Chambers, 276 Fourth Avenue, Chula Vista, CA 91910.
