HomeMy WebLinkAbout2010-11-22 RCC MIN MINUTES OF A REGULAR MEETING OF THE RESOURCE CONSERVATION COMMISSION City of Chula Vista, Council Chambers 276 Fourth Avenue • • MEETING CALLED TO ORDER: By Chair Stillman at 4:02 p.m. ROLL CALL: MEMBERS PRESENT: MEMBERS ABSENT: STAFF PRESENT: OTHERS PRESENT: MOTION TO EXCUSE: APPROVAL OF MINUTES: ORAL COMMUNICATIONS: ACTION ITEMS: November 22, 2010 Chair Stillman, Commissioners Coleman, Davis, and Ross Commissioners Cory and Rahimzadeh Conservation Director Meacham, Environmental Resource Manager Reed, and Sr. Secretary Fields None Motion to excuse Commissioner Cory's absence was approved October 25, 2010 Minutes were carried over to the next meeting for lack of a quorum. None 1. Retrofit California Grant and Contract Environmental Resource Manager Reed gave the presentation. He discussed the marketing and program delivery, as well as the main components of the program, details of the grant agreement, and leverage with the Home Upgrade Carbon Downgrade program. Manager Reed and Director Meacham then responded to questions and comments from the Board. ACTION: Chair Stillman made a motion that the Resource Conservation Commission recommend that City Council approve the Retrofit California Grant Agreement with the California Center for Sustainable Energy. Commissioner Coleman seconded the motion. The motion passed unanimously. RCC Minutes, 11/22/10, Page 1 of 2 2. CY11 SDG8~E/CPUC Local Government Partnership Appropriations Environmental Resource Manager Reed gave the presentation and discussed the main components. ACTION: Chair Stillman made a motion that the Resource Conservation Commission recommend that the City Council appropriate the Calendar Year 2011 grant funds for the SDG&E/CPUC Local Government Partnership Program. Commissioner Coleman seconded the motion. The motion passed unanimously. CHAIR COMMENTS • Chair Stillman welcomed new RCC member Brett Davis. • The Chair requested placement of the election of a new RCC Vice Chair on the agenda for the next meeting and asked members to consider nominations. • Chair Stillman also asked members to consider a RCC appointee to the South Bay Wildlife Advisory Group COMMISSIONER COMMENTS • Commissioner Coleman suggested listing the PACE project as a regular item on future agendas. DIRECTOR OF CONSERVATION AND ENVIRONMENTAL SERVICES COMMENTS • Director Meacham discussed the following topics: • Bike Map Project • Main Street SDG&E Substation wall ADJOURNMENT: The meeting was adjourned at 5:08 p.m. to a regular meeting on Monday, December 13, 2010, at 4:00 pm in Council Chambers, 276 Fourth Avenue, Chula Vista, CA 91910.
