MEETING CALLED TO ORDER: By Chair Stillman at 4:01 p.m.

ACTION ITEMS:
1. Draft Climate Adaptation Plans
Environmental Resource Manager Reed talked about some of the impacts of climate
change and discussed the process of the Climate Change Working Group. He also
talked about the funding for the project.
Staff then presented overviews on the following topics including program strategies and
timelines:
• Cool Paving -Assistant Director Matt Little
• Shade Trees - Sr. Civil Engineer Tom Adler
• Cool Roofs -Deputy Building Official Lou EI-Khazen
• Local Water Supply & Reuse -Environmental Resource Manager Brendan Reed
• Storm Water Prevention 8~ Reuse - Sr. Civil Engineer Khosro Aminpour
• Education & Wildfires -Environmental Resource Manager Brendan Reed
• Extreme Heat Plans -Environmental Resource Manager Brendan Reed

• Open Space Management -Principal Planner Marilyn Ponseggi
• Wetlands Preservation -Principal Planner Marilyn Ponseggi
• Sea Level Rise & Land Development Codes - Sr. Civil Engineer Tom Adler

Environmental Resource Manager Reed introduced some of the members from the
Climate Change Working Group who were in the audience. The board then asked
questions of staff who had made the presentations.
Action: Commissioner Cory made a motion that the Resource Conservation
Commission recommend that City Council adopt the proposed implementation
plans for the new Climate Adaptation Strategies. Commissioner Davis
seconded the motion. The motion passed unanimously.
2. Resource Conservation Commission Action Plan
Environmental Resource Manager Reed went over feedback on the Action Plan from the
previous meeting and discussed the next steps in the planning process.
Action: No action was requested.
3. Public Works Department Storm Water_and Waste Water Program Presentations
Sr. Civil Engineer Aminpour discussed the vision, laws, and program elements of the
Storm Water program. Wastewater Collections Manager McRoberts highlighted the
current and future efforts of the collection and drainage systems in the Waste Water
Program. Each responded to questions and comments from the board.
Action: Commissioner Davis made a motion that the Resource Conservation
Commission add relevant elements of Storm Water and Waste Water
Programs to the Commissions action plan for further review and/or action.
Commissioner Cory seconded the motion. The motion passed unanimously.
4. Relocation of RCC Meetings to Conference Room B112 Public Services North City
Hall Building 300
After discussing the issue, the board determined that Conference Room 6112 was not
easily accessible to the public, and they agreed to move the meetings to Executive
Conference Room 103 in City Hall Building 100.
Action: Commissioner Cory made a motion that the Resource Conservation
Commission adopt the resolution to change the meeting location.
Commissioner Davis seconded the motion. The motion passed unanimously.

DIRECTOR COMMENTS
Director Hopkins mentioned the following upcoming items that would be going to Council:
• Contract to install a low energy consumption LED traffic signal at 2"d & Quintard
• Resolution to promote the lemon tree as the official City tree
• Infrastructure Workshop in March
• Resolution in late March for appropriating rebates from SDG&E for energy efficiency
projects
• Resolution dissolving the Interagency Water Task Force meetings
• Clean Energy Public Dispenser Agreement in late March
• Wastewater Enterprise Fund item
• Climate Adaptation Plans in April
• Proclamation of Earth Day April 12tH
• Approving Instruments of Qualified Energy Conservation Loans in April
Environmental Resource Program Manager France added that Allied Waste would be
bringing their natural gas collection vehicle to the Earth Day event to be put on display, as
well as their biodiesel collection vehicle, and that the City propane pickup truck would also
be on display in the parking lot.
Director Hopkins asked the board to relieve staff of the March 14th RCC meeting in
consideration of time needed to work on the budget. He also proposed moving the
meetings to once a month. The group agreed to cancel the March 14th meeting and to
cancel others on an as needed basis.

COMMISSIONER COMMENTS
At Director Hopkins' request, Commissioner Rahimzadeh shared details of his recent trip to
Downey where the City received the California Sustainability Showcase Award.
ADJOURNMENT: The meeting was adjourned at 6:43 p.m. to a regular meeting on Monday,
March 28, 2011, at 4:00 pm in Council Chambers, 276 Fourth Avenue, Chula Vista, CA 91910.
