HomeMy WebLinkAbout2011/03/28 RCC Minutes• MINUTES OF A REGULAR MEETING OF THE RESOURCE CONSERVATION COMMISSION March 28, 2011 City of Chula Vista, Executive Conference Room 103, Building 300 276 Fourth Avenue L~ MEETING CALLED TO ORDER: ROLL CALL: MEMBERS PRESENT: MEMBERS ABSENT: STAFF PRESENT: OTHERS PRESENT: MOTION TO EXCUSE: None • APPROVAL OF MINUTES ORAL COMMUNICATIONS: INFORMATION ITEMS By Vice Chair Rahimzadeh at 4:01 pm Vice Chair Rahimzadeh, Commissioners Coleman, Cory, Davis, and Ross Chair Stillman Quilantan, Environmental Resource Manager Reed, Environmental Resource Program Manager France, Parks Operations Manager Bernardo, Assistant Director Little, Conservation Specialist Gibson, Interns Slotman and Rios, and Sr. Secretary Fields Public Works Director Hopkins, Assistant Director Motion to excuse Chair Stillman was approved. The Minutes of February 14, 2011 and February 28, 2011 were approved. None 1. Email request from Corinne McCall to the RCC inquiring about the procedure to nominate a member of the community for a historic preservation award Assistant Director Quilantan stated that Jennifer Quijano from the Mayor's Office informed her that the awards were suspended in 2007 because of a lack of development and also because of the budget cuts. Ms. Quijano had said that at this point with the current budget situation, it didn't appear that the program would be revived any time soon. Assistant Director Quilantan stated that she had forwarded the a-mail to Ms. Quijano, who would respond to the resident. Vice Chair Rahimzadeh asked if there were set guidelines to follow, and if it had to be a commission-based or board-based decision. Assistant Director Quilantan stated that based on information from Jennifer, the committee would meet annually to review all the submittals as a team and come up with a recommendation. Vice Chair Rahimzadeh asked if this was something the RCC could do. Assistant Director RCC Minutes, 3/28/11, Page 1 of 3 Quilantan stated that she would pass those thoughts on to Jennifer and see if she could provide more guidance regarding the selection criteria and process. 2. Raffle Drawing for Smart Energy Meter Contest Conservation Specialist Gibson gave a brief summary of the contest to promote SDG&E's Smart Meter/Google Power Meter project. The new meters, which have been installed in Chula Vista households, provide instantaneous energy data for residents' home, allowing them to understand what they're using, when they're using it, and how that affects their bill. The goal was to educate Chula Vista families through engaging Middle School students, who are more tech savvy. That was done through setting up a Clean Page through Facebook that they got the Middle Schoolers to like. Conservation Specialist Gibson then gave a brief overview of how the Power Meter works. Vice Chair Rahimzadeh then drew names of the winners, which resulted in at least one winner from each participating school. Staff mentioned tying awarding the prizes in with Earth Month, which is April, and the board suggested awarding the prizes at a Council meeting during that month. 3. New Energy Retrofit Opportunities for Businesses - Michelle Castagnola Environmental Resource Specialist The item was postponed to the next meeting. • ACTION ITEMS: 1. Public Works Department Parks & Open Space Programs Presentation Director Hopkins introduced the item and Environmental Resource Manager Reed gave a summary of program overviews presented at the last couple meetings to recap the process. Director Hopkins then introduced Parks Operations Manager Bernardo who discussed the current inventory of parks and centers, and other sites. Assistant Director Little added information on the details involved in managing and maintaining all the sites given the reduced staffing level. The group discussed the possibility of raising fees for use of parks for sports activities to help offset some of the maintenance costs. Manager Bernardo concluded her presentation with details on current and future services. The board and staff discussed the issues at length. The presentation on Open Space was moved to the next meeting. No action was taken. The item was continued to the next meeting FUTURE TO DO LIST None • RCC Minutes, 3/28/11, Page 2 of 3 • DIRECTOR COMMENTS • Boards & Commissions Recognition event Monday, June 6th at 7 pm in Council Chambers • Calendar events for the Centennial activities throughout the rest of the year • SDG&E Annual Energy Showcase Thursday, April 28th OTHER ACTION ITEMS: Staff discussed the possibility of cancelling the April 11th meeting due to time needed to work on the budget and upcoming workshops. The board agreed. Commissioner Cory made a motion to cancel the April 11th meeting. Commissioner Davis seconded the motion. The motion passed unanimously.
