HomeMy WebLinkAbout2011/05/09 RCC Minutes• MINUTES OF A REGULAR MEETING OF THE RESOURCE CONSERVATION COMMISSION May 9, 2011 City of Chula Vista, Executive Conference Room 103, Building 300 276 Fourth Avenue MEETING CALLED TO ORDER: By Chair Stillman at 4:01 pm ROLL CALL: MEMBERS PRESENT: Chair Stillman, Vice Chair Rahimzadeh, Commissioners Coleman, Cory, and Davis MEMBERS ABSENT: None • STAFF PRESENT: Public Works Director Hopkins, Economic Development Director Meacham, Engineering Assistant Director Quilantan, Environmental Resource Manager Reed, Environmental Resource Program Manager France, Advanced Planning Manager Batchelder, Development Planning Manager Ladiana, Senior Planner Donn, and Sr. Secretary Fields OTHERS PRESENT: None MOTION TO EXCUSE: None APPROVAL OF MINUTES: The Minutes of April 25, 2011 were approved with Chair Stillman abstaining. ORAL COMMUNICATIONS: None ACTION ITEMS: 1. Electrical Generating Facilities (EGF) -General Plan and Zoning Ordinance Amendments Advanced Planning Manager Ed Batchelder introduced the item. He discussed the EGF definition, the purpose and components of the proposed EGF amendments and policy, and the RCC's recommendation to City Council. Senior Planner Stan Donn then went over the five types of EGFs and details of City Council's direction. Advanced Planning Manager Batchelder went on to talk about the efforts of the Working Group, the general areas meeting base load and peaking criteria, and the Typical Planning/Regulatory Hierarchy. Senior Planner Donn continued with information on the General Plan Amendments including the Land Use and Transportation Element, and the Environmental Element. He also discussed aspects of the Zoning Code and some of the Zoning Ordinance Amendments. Advanced Planning Manager Batchelder concluded with information on the City Council EGF Policy. Advanced Planning Manager Batchelder and Senior Planner Donn then responded to comments and questions from the Board. Action: Commissioner Cory made a motion that the Resource Conservation Commission recommend that City Council approve and adopt the proposed General Plan/Zoning Ordinance Amendments, and the new Electrical Generating Facilities Policy, with wording changes to Chapter 19.58, Section 19.58.142, Item C13 of the Amendments. Commissioner Davis seconded the motion. The motion passed unanimously. INFORMATION ITEMS 1. RCC Action Plan Discussion Environmental Resource Manager Brendan Reed gave a presentation on the next steps in the Action Planning process. He listed nineteen topics which had been mentioned in the previous meetings as topics of interest, and asked each board member to indicate which topics were of most importance to them. He summarized the RCC's Charter and its goals, and the citywide goals which have links to the RCC. He also gave an overview of the other departments within the City which are involved in environmental efforts. Environmental Resource Manager Reed listed the Action Plan Framework as having three focuses: clean air, clean water, and clean land, and talked about the different strategy types. The group then discussed the topics and each board member indicated which of the nineteen listed topics they felt were most important. • FUTURE TO DO LIST None DIRECTOR COMMENTS Director Hopkins requested staff to prepare a summary of tonight's input to forward to the RCC in a week, and suggested that the May 23~d meeting be cancelled. The board agreed. He mentioned the City Manager's annual summer energy letter. He additionally pointed out an article in the Union Tribune on the environment in the San Diego region. CHAIR COMMENTS The Chair mentioned the resignation of Robert Ross from the Commission. COMMISSIONER COMMENTS • Commissioner Cory congratulated Director Hopkins on National Public Works Week.
