SUMMARY
The San Diego County Deparhnent of Animal Services (SDCAS) has contracted with the
Chula Vista Animal Care Facility (CVACF) to perform their in-house adoption spay and
neuter services utilizing our mobile surgical vehicle, "Spay Shuttle." The "Spay Shuttle"
will be utilized to perform two weekly clinics at the South County Animal Shelter. Each
clinic can accommodate up to 25 animals. These clinics will bring in $39,000 in
unanticipated revenue.
ENVIRONMENTAL REVIEW
The Environmental Review Coordinator has reviewed the proposed activity for
compliance with the California Environmental Quality Act (CEQA) and has determined
that the activity, approval of a budget amendment based on unanticipated revenues, is not
a "Project" as defined under Section 15378 of the State CEQA Guidelines because it will
not result in a physical change to the environment; therefore, pursuant to Section
15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no
environmental review is necessary.

DISCUSSION
Starting in December 2012, the County of San Diego Animal Services has contracted
with the Chula Vista Animal Care Facility to perform two spay and neuter clinics per
week at their South County Animal Shelter. Since February 2012, the CVACF has been
working in partnership with CSDAS in providing one clinic a week. Due to the
overwhelming success and demand for our services an additional clinic has been added.
The additional revenues will be used to pay for medical supplies and hourly wages for the
"Spay Shuttle" staffing.
DECISION MAKER CONFLICT
No Property within 500 feet
Staff has reviewed the decision contemplated by this action and has determined that it is
not site-specific and consequently, the 500-foot rule found in California Code of
Regulations Section 18704.2(a)(1) is not applicable to this decision. Staff is not
independently aware, nor has staff been informed by any City Councilmember, of any
other fact that may constitute a basis for adecision-maker conflict of interest in this
matter.
CURRENT YEAR FISCAL IMPACT
Approval of this resolution will result in the appropriation of $39,000 to the Animal Care
Facility fiscal year 2012/13 budget. The appropriation will be made to the personnel
services and supplies and services expenditure categories and will be used to offset the
cost of medical supplies and hourly wages for the "Spay Shuttle". There is no net fiscal
impact to the General Fund as the appropriation is fully offset by the revenue generated
through this contract.
ONGOING FISCAL IMPACT
The Agreement will be effective until February 5, 2014 with a one year option extension.
The proposed budget for fiscal year 2014/15 will incorporate the additional expenditures
and revenues on an annualize basis. There is no net fiscal impact to the General Fund as
the appropriation is fully offset by the revenue generated through this contract

WHEREAS, The San Diego County Department of Animal Services (SDCAS) has

WHEREAS, Since Februazy 2012, the CVACF has been working in partnership with

WHEREAS, The additional revenues will be used to pay for medical supplies and hourly
wages for the "Spay Shuttle" staffing.
WHEREAS, The Agreement will be effective until February 5, 2014 with a one yeaz

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula
Vista does hereby approve the amendment to the Animal Care Facility Personnel Services and
Supplies Services Budgets in the amount of $39,000 for fiscal year 2012 - 2013 budget.
