SUMMARY
The San Diego Office of Homeland Security, who administers the Urban Areas Security
Initiative (UASI), has notified the City of fiscal year 2011 UASI funding. The Urban
Areas Security Initiative addresses the unique planning, organization, equipment,
training, and exercise needs ofhigh-threat, high-density urban areas.
ENVIRONMENTAL REVIEW
This proposed activity has been reviewed for compliance with the California
Environmental Quality Act (CEQA) and it has been determined that the activity is not a
"Project" as defined under Section 15378 of the State CEQA Guidelines because it will
not result in a physical change in the environment; therefore, pursuant to Section
15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no
environmental review is necessary.
RECOMMENDATION
Council adopt the resolution.

DISCUSSION
One of the core missions of the U.S. Department of Homeland Security is to enhance the
ability of state, territory, local, and tribal governments to prevent, protect against,
mitigate, respond to, and recover from acts of terrorism and other disasters. As first
responders to emergency incidents, the Police, Fire and Public Works Departments have
benefited greatly from several federal homeland security grants. The fiscal yeaz 2011
Urban Areas Security Initiative (UASI) provides funding for the continued development
of readiness and operational response capacity of Police and Fire first responder
personnel. The spending plan for these homeland security funds relate to training and
planning needs of the city.
Training
Training funds allocated by fiscal yeaz 2011 UASI will allow the Police and Fire
Departments to attend first responder training and will allow the Fire Department to
continue conducting training technical classes. Estimated training costs reimbursed by
UASI funding aze $470,000.
The National Incident Management System (NIMS) and the California Standardized
Emergency Management System (BEMs) require that certain courses be completed by all
who may be tasked during an emergency. These training classes for first responders are
reimbursed by homeland security grant funds.
The Fire Department conducts various training courses at its training facility that are
reimbursed by UASI funds. The Confined Space Rescue Technician course provides
techniques needed for confined space rescue operations. The Low Angle Rope Rescue
Operations course is designed to equip the student with the techniques and methods for
using rope, webbing, hardware, friction devices and litters in low angle rescue situations.
The Rescue Systems courses will prepare rescuers in recognizing hazards, using
equipment and implementing techniques necessary to operate at structural collapse
incidents involving all types of construction. The Trench Rescue course is designed to
train fire service personnel in hands-on application of the techniques necessary to safely
affect a rescue from an excavation or trench cave-in. The UASI grant reimburses
overtime, certification costs, manuals and any instructional resources for conducting
these classes.
Plannine
Planning funds in the amount of $65,520 have been allocated to develop and enhance
hazard plans used during emergency incidents. Regional efforts from the San Diego
Public Safety GIS committee aze being made to digitize maps of the county for use by
first responders: Each map is uploaded to a county geographical database for information
sharing. These maps are available and distributed to all first responding units for the
region digitally. For the City of Chula Vista, a map in hard copy is also located in every
responding unit in case of communication failure during emergencies.

DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is
not site specific and consequently the 500-foot rule found in California Code of
Regulations section 18704.2(a)(1) is not applicable to this decision.
CURRENT YEAR FISCAL IMPACT
Approval of this resolution will result in the appropriation of $267,790 to the personnel
category and $267,730 to the supplies and services category of the Federal Grants Fund.
The funding from the 2011 Urban Areas Security Initiative will completely offset these
costs, resulting in no net fiscal impact to the General Fund.
ONGOING FISCAL IMPACT
There is no ongoing fiscal impact for accepting these grant funds. Since the grant period
crosses multiple fiscal years, any unexpended funds as of 6/30/2013 will be incorporated
in the fiscal year 2013/2014 proposed budget and be considered as part of the normal
budget process.

WHEREAS, the Urban Areas Security Initiative addresses the unique planning,
organization, equipment, training, and exercise needs of high-threat, high-density urban areas;
and
WHEREAS, training funds allocated by fiscal year 2011 UASI will allow the Police and
Fire Departments to attend first responder training and will allow the Fire Department to
continue conducting training technical classes; and
WHEREAS, planning funds have been allocated to develop and enhance hazard plans
used during emergency incidents.
NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula Vista
does hereby accept $535,520 from the U.S. Department of Homeland Security and appropriate
$267,790 to personnel services and $267,730 to the supplies and services category of the Federal
Grants Fund for the Urban Areas Security Initiative.
