SUMMARY
The Chula Vista Public Library received aone-time grant award from the California State
Library through the California Library Literacy Services (GELS) Fund in the amount of
$16,264. The purpose of the award is to support adult literacy in a library setting.
ENVIRONMENTAL REVIEW
The Director of Development Services has reviewed the proposed activity, Appropriating
Grant Revenue for support of the Library's Literacy Services, for compliance with the
California Environmental Quality Act (CEQA) and has determined that the activity is not
a "Project" as defined under Section 15378 of the State CEQA Guidelines because the
activity is appropriating funds for educational reimbursement only, therefore, pursuant to
Section 15060 (c)(3) of the State CEQA Guidelines the activity is not subject to CEQA.

DISCUSSION
The purpose of the grant from the California State Library through the California Library
Literacy Services is to support adult literacy services in a library setting. Chula Vista
Public Library qualified for similaz funding in 2011 and in July 2012. This additional
award in 2012 allows the library to continue to provide literacy services in the
Educational Services Wing at the South Chula Vista Branch Library in partnership with a
volunteer literacy organization, Laubach Literacy Council. This partnership makes
possible the recruitment and training of tutors and enables them to be connected with
adults needing instruction in reading skills. The funds will be used to maintain literacy
services at a reduced level, effective immediately. The grant will support staff hours
through June 30, 2013.
DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is
not site specific and consequently the 500 foot rule found in California Code of
Regulations section 18704.2 (a)(1) is not applicable to this decision. Staffis not
independently aware, nor has staff been informed by any City Councilmember, of any
other fact that may constitute a basis for a decision maker conflict of interest in this
matter.
CURRENT YEAR FISCAL IMPACT
Approval of this resolution will result in a one-time appropriation of $16,264 to the State
Grants Fund Budget; $16,264 will be allocated to personnel services. Grant funding from
the California State Library will fully offset this appropriation.
ONGOING FISCAL IMPACT
There is no ongoing fiscal impact for accepting these grant funds.

WHEREAS, the Chula Vista Public Library received cone-time grant award from the

WHEREAS, this grant will allow the Chula Vista Public Library to continue to provide

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula
Vista, accepts a grant of $16,264 for the California State Librazy Awazd through the California
Librazy Literacy Services (GELS) fund for Literacy Programming at Chula Vista Public Library
and amends the Fiscal Year 2012-2013 State Grants Fund budget to reflect the appropriation of
these grant funds to the personnel services category ($16,264).
