HomeMy WebLinkAbout2011/12/12 RCC Minutes City of Chula Vista, Council Cambers 276 Fourth Avenue MEMBERS PRESENT: Chair Stillman, Commissioners Coleman, Davis, Kappes, Rahimzadeh, and Vargas MINUTES OF A SPECIAL MEETING OF THE RESOURCE CONSERVATION COMMISSION MEETING CALLED TO ORDER: By Chair Stillman at 4:04 p.m. ROLL CALL: December 12, 2011 MEMBERS ABSENT: Commissioner Romo MOTION TO EXCUSE: Commissioner Romo, excused STAFF PRESENT: Public Works Director Hopkins, Assistant Director Quilantan, Environmental Resource Manager Reed, Building Official EI-Khazen, Recycling Specialist Medrano, Office Specialist DiDonato, and Sr. Secretary Fields OTHERS PRESENT: APPROVAL OF MINUTES: ORAL COMMUNICATIONS: ACTION ITEMS: 1. Proposed Cool Roof Ordinance None The Minutes of November 14, 2011 were approved with Commissioner Vargas abstaining. None Building Official Lou EI-Khazen's presentation covered the following areas: • An outline and background of the project • How cool roofs operate, the energy saving factors and the benefits • Tier 1 and 2 building standards • Local practices and staff research • CEC application and review • Cost Effectiveness Study • Average incremental cost • Climate Zones 7 and 10 results & observations • Recommendations to Council • Boards and Commissions recommendations • Expiration and future amendments • EI-Khazen then responded to questions and comments. RCC Minutes, 12/12/11, Page 1 of 3 Action: Commissioner Rahimzadeh made a motion that the Resource Conservation • Commission recommend that City Council adopt the proposed Cool Roof ordinance. Commissioner Davis seconded the motion. The motion passed unanimously. 2. SDG&E General Rate Case II Proposal Environmental Resource Manager Brendan Reed presented this item. He discussed the GRC impacts on solar customers and went over the network use charge. He stated that the City is an intervener in the case, along with several other agencies and groups. He added that this will be an 8-10 month process, which had just started last Friday, and is at the very beginning. He talked about the effects this will have on the City and talked about the CCSE analysis and CCSE's concerns. Reed also presented samples of typical cost impacts to residents, school districts, and water districts. He then responded to questions from the board. Action: Commissioner Coleman made a motion that the Resource Conservation Commission recommend that City Council continue its efforts to protest the solar rate design changes included in SDG&E's General Rate Case II proceeding. Commissioner Davis seconded the motion. The motion passed unanimously. INFORMATION ITEMS 1. RCC Action Plan Discussion -This item was postponed until the next meeting. • DIRECTOR COMMENTS • Our compressed natural gas dispenser was updated and operating at the Maxwell Public Works facility about two months ago. In the month of October, we used 370 gallons of gas equivalents, and over 2000 gallons of gas equivalents in November, so we're really starting to see use pick up. • Asked additional Commissioners to sign up for the Bring Your Own Bag event on the 15tH • Mentioned a new exhibit at the Nature Center, which utilizes washed up plastics as a material for art. A future RCC meeting may be held at the Nature Center so the board can see the exhibit. CHAIR COMMENTS None COMMISSIONER COMMENTS • Commissioner Coleman mentioned that the next Wildlife Advisory Group meeting is scheduled for next Wednesday, but that there is no quorum at this time, so it's possible the meeting may be cancelled. • .Commissioner Coleman commented regarding the solar rate increase that people who learn about this who might have been contemplating solar may now be reluctant, and that the more information out there for the public, and the more the City and other interveners can do to bring people into the process will really help the cause. RCC Minutes, 12/12/11, Page 2 of 3 • Commissioner Vargas shared information about aweb-based quality of life survey for the County of San Diego that the board may want to review.
