HomeMy WebLinkAbout2012/01/09 RCC Minutes MINUTES OF A SPECIAL MEETING OF THE RESOURCE CONSERVATION COMMISSION January 9, 2012 City of Chula Vista, Council Cambers 276 Fourth Avenue MEETING CALLED TO ORDER: By Vice Chair Rahimzadeh at 4:00 p.m. ROLL CALL: MEMBERS PRESENT: Commissioners Coleman, Kappes, Rahimzadeh, and Romo • MEMBERS ABSENT: Chair Stillman, Commissioners Davis and Vargas MOTION TO EXCUSE: Chair Stillman and Commissioner Vargas excused STAFF PRESENT: Public Works Assistant Director Quilantan, Environmental Resource Manager Reed, Environmental Services Programs Manager France, Landscape Architect Radley, Principal Civil Engineer Adler, Recycling Intern Coppola, Conservation Specialist Valdivieso, Conservation Specialist Dammann, and Sr. Secretary Fields OTHERS PRESENT: None APPROVAL OF MINUTES: The Minutes of December 12, 2011 were approved. ORAL COMMUNICATIONS: None ACTION ITEMS: 1. Proposed Council Shade Tree Policy Environmental Resource Manager Reed gave a brief background of the topic as it relates to the Climate Change Working Group's Adaptation Strategy. Landscape Architect Mary Radley then gave the presentation. She discussed updates to the City's Design Manual related to shade trees, which includes a requirement that 50% of a parking lot's paved area be covered by shade trees in five years. She added that they also looked at what they could do in terms of shading streets and parkways. A discussion then followed where she responded to questions and comments from the board. Commissioner Romo suggested adding a phrase similar to "to offset carbon footprint" to the policy to extend the recommendation for adopting the policy. Action: Commissioner Romo made a motion that the Resource Conservation Commission recommend that City Council adopt the new Shade Tree policy. The motion was seconded by Commissioner Coleman and passed unanimously. RCC Minutes, 1/9/12, Page 1 of 2 INFORMATION ITEMS • 1. NatureScape-In-A-Box Kits 8~ Workshop Conservation Specialist Giselle Valdivieso gave an overview of the NatureScape-In- a-Box Program and its goals. She explained what a NatureScape is and described the features. She talked about the Backyard Habitat Certification and went over the components of the kits that residents will receive. She stated that funding was provided through Prop 84 and the California Department of Forestry National Wildlife Federation, and that the grant covers 150 kits. She added that there will be a total of three workshops to promote the program and that 50 residents had signed up for the workshops thus far. She ended with an invitation to the board to attend the first workshop on January 21St 2. Green Business Challenge Kick-Off Event & Update Recycling Intern Joseph Coppola and Conservation Specialist Kellen Dammann described what the challenge is and gave details about how the program works. They invited the board to the mixer event on January 26th at the Eastlake Tavern & Bowl, and followed with aquestion-and-answer segment. 3. RCC Action Plan Environmental Resource Manager Brendan Reed and Environmental Services Programs Manager Lynn France continued with the RCC Action Plan. They went over the considerations, goals, and critical steps for the remaining topics on the list • and the Board added their input on the topics. DIRECTOR COMMENTS Assistant Director Quilantan announced the Sustainable Energy Showcase Home tour on January 24th. She also mentioned that the February RCC meeting would be held at the Chula Vista Nature Center. CHAIR COMMENTS None COMMISSIONER COMMENTS • Commissioner Coleman stated that the next Wildlife Advisory Group meeting will be an Ad Hoc meeting and that he would have more details at the next RCC meeting. Commissioner Romo invited Commissioners to take action to measure and offset the carbon footprint of RCC meetings. ADJOURNMENT: The meeting was adjourned at 5:59 p.m. to a special meeting on Monday, February 13 2012, at 4:00 pm at the Chula Vista Nature Center located at 1000 Gunpowder Point Drive, Chula Vista CA 91910.
