1. Nature Center Recycling Exhibit Tour
Lead Educator for the Nature Center, Katie Wedemeyer discussed the new "Washed
Ashore" exhibit at the Chula Vista Nature Center. The exhibit features sculptures of
marine animals fashioned from marine debris and plastics that have washed ashore
from the ocean. Wedemeyer stated that all the plastics that are part of the exhibit were
found on only a 20-mile span of beach in Southern Oregon that the artist collected along
with community partners, schools, and local volunteer organizations. She said that in
under eighteen months, they were able to turn over 7,000 pounds of debris into the
sculptures. She further stated that everything was used just as it had been found, and
that the only processing done to the items was washing them and sorting them into
different colors and sizes. She added that no plastic adhesive had been used in creating
the sculptures-that each individual piece had been hand-drilled and wired together so
that no additional plastic was used in the production of it. She then conducted the tour.

2. Recvclinq BIN and Point of Return Video
Environmental Services Programs Manager Lynn France showed a video documentary,
which illustrated what happens to recyclables after they leave the curb. It explored
sustainable choices with regard to local, regional, and international consequences, using
Oakland, California and the Pacific Rim as a case study. A group discussion followed
the video.
3. Update on SDG&E General Rate Case II Proposal
Environmental Resource Manager Reed stated that on January 18th the Public Utilities
Commissioner came out with a scoping memo and ruling which directed SDG&E to re-
submit aGeneral Rate Case proposal with the network use charge removed. SDG8~E
will be submitting that by February 17th and the City will be closely evaluating what's in
the application. Reed stated that the Commissioner had ruled that this was more of a
state-wide issue and that it should not be included in a rate case for one utility. He
added that this will probably come back as a stand alone proceeding at the state level-
discussing how solar rates should be structured. He stated that he would continue to
keep the RCC updated. The group then discussed the issue.
4. RCC Action Plan -Brendan Reed and Lynn France
The group identified RCC members to act as leads on each of the various topics on the
