MINUTES
CULTURAL ARTS COMMISSION
Monday, April 13, 2009 Library Conf. Room
5:45 p.m. Civic Center Library
1. Call to Order/ Roll Call
Commission Chair Voorhees called the meeting to order at 5:50 p.m.
Commissioners Present: Voorhees, Bolles, Deavenport (5:55), Liston,
McDermott, Smith
Commissioner Absent: Fessia (excused), Glenn
• 2. Approval of Minutes
Motion was made (Bolles) and seconded (Liston) to approve the minutes of
March 16 with the amendment of Knowlton not showing as absent since he had
resigned effective April 13. Motion was carried unanimously.
3. Public Comments
None
4. Old Business
a. Chula Vista Arts Foundation -Bolles
Bolles announced that the March meeting of the Foundation was
cancelled and that they would meet next on April 16.
5. New Business
a. Port Public Art Committee Update -Souval
Ms. Souval was not in attendance.
b. Performing & Visual Arts Grant -Voorhees
• Commissioner Voorhees explained the PVAG process and PVAG Task
Force's job in regards to the process. The PVAG Task Force
recommendations to Council were handed out to Commissioners to
review. Voorhees had a concern that Bonitafest Melodrama did not use
correct application, and only updated a previous year's application. After
• discussion, it was moved (Bolles) and seconded (Deavenport) that the
Cultural Arts Commission endorses the PVAG Task Force
recommendations, with the amendment that Bonitafest Melodrama must
re-submit the correct application before they receive funding. The motion
carried unanimously.
c. Performing & Visual Arts Grant Vacancy -Voorhees
With the resignation of the At-Large representative of the PVAG Task
Force, the Mayor has asked the Commission to recommend some to fill
the vacancy. It was moved (Voorhees) and seconded (Bolles) that
Commissioner Deavenport be recommended to fill the vacancy. The
motion carried unanimously.
d. Start time & location of future meetings -Voorhees
Changing meeting to 5:30 p.m. was discussed, as was change in location
due to the fact that Staff Liaison Love now works at South Chula Vista
Branch. There was no motion to make any changes to time or location at
this point.
6. Staff Updates
• a. Cultural Arts Commission Vacancy Update -Love
New Commissioner McDermott has filled one of the two vacancies, and
the Mayor's Office is reviewing applications on file and a recent interested
individual.
b. Budget/Staffing Update -Love
Staff Liaison Love reported that he is now working exclusively at South
Chula Vista Branch in the role of Lead Librarian. This new role takes up
most of his time and further limits time he can spend on the cultural arts.
Love also reported that the new Liaison Secretary will be Rabbia Phillip.
Ms. Phillip will start attending meetings in May.
c. TAVA Concert Series -Love
Staff Liaison Love mentioned that there has been no planning for Music in
the Park for this summer, and that the event will likely be cancelled due to
lack of funds and available staff for coordinating the event. He mentioned
that the Commission may be interested in helping Third Avenue Village
Assoc. with their annual Village Vibes concert series. Commissioners
could host each concert as they did with Music in the Park in 2008.
• Commissioner Deavenport asked if there were any funds left with the
PAVG that the Commission may be able to access to have a concert
either this year or next. Love said there was over $15,000 in reserve and
would look into how this money could be applied for and report back.
• Commissioner Liston mentioned that city staff should check and see
whether the percentage from ticket sales includes the handling fees that
Ticketmaster charges, as it is believed that Ticketmaster owns Live
Nation. Staff Liaison Love said he would inquire into this and report back.
7. Oral Communications
Commissioner Deavenport mentioned that there will be a Chula Vista
Presbyterian Church Art Festival on June 6 and 7, and that local artists are
encouraged to show their art. Deavenport handed out copies of the application to
interested parties.
Commissioner McDermott asked if next month's agenda could include Western
Revitalization-Community Gardens project. The project is slated for E Street and
3~d Avenue, in the vacant lot next to BofA. There may be a chance for the CAC to
endorse an art project in conjunction with the community garden. Mary will attend
the community meeting on the event.
It was also asked that the city please attempt to publicize the McCandliss Awards
on the website and by contacting VAPA again to remind them. Staff Liaison Love
mentioned that it has appeared in the paper, and that he did contact VAPA. He
agreed to contact VAPA again and to try and get a mention of the award
application on the website and look into other ways to promote it.
• Commissioner Bolles mentioned that the Bolles Art Foundation was creating an
Art Hall of Fame and would have a fundraising event at New Hope Church on
May 15. Several celebrities are scheduled to be there.
8. Adjournment
Adjournment was made at 6:40 p.m. The next Cultural Arts Commission Meeting
will be held on May 11, 2009 at 5:45 p.m., Chula Vista Public Library, Civic
Center Branch Conference Room.
