MINUTES
CULTURAL ARTS COMMISSION
Monday, November 09, 2009 Library Conf. Room

1. Call to Order/ Roll Call
Commissioner Bolles called the meeting to order at 5:00 p.m. and asked the secretary
to call the roll.
Commissioners Present: Bolles, Deavenport, McDermott, Hernandez (Glenn),
Fessia, Smith; Berndt
Commissioners Absent: Voorhees, Liston -excused,
2. Approval of Minutes
• A motion to approve minutes of September 14th, 2009 was made by Commissioner
Deavenport and seconded by Commissioner Fessia; approved by all with
Commissioner Berndt abstaining.
3. Public Comments
The Chairman suggested revising the order of the items on the agenda to facilitate the
visitors present, the commissioners agreed.
Ms. Susan Johnson, aide to Council-member Bensoussan, provided the group with
information on the upcoming Chula Vista Centennial celebrations. She outlined the
program and explained about the design and logo for the website. It was suggested to
have a contest with the assistance of representatives from this Commission, as there
would be no budget from the City for this undertaking. There followed discussions
regarding the involvement of the Cultural Arts Commission in the many events being
considered; use of matching funds, schools' arts departments, and sponsors. Ms.
Johnson informed the commission that the Mayor's office had already sent invitations
to all the City's commissions. The organizing group would conduct itself as a separate
entity to protect contributors from negative impacts under the Public Records Act. All
present commented on the positive exchange and the Chairman thanked Ms. Johnson
for her time and input.
• The next item was a PowerPoint presentation by Ms. Susana Peredo on the Tidelands
(Port land) in National City. There were many interesting slides of the improvements
and new work being done in National City. Ms. Peredo pointed out the City's railroad •
history, its 150 Victorian homes on the National Registry, the new library and the
paving collaboration with the city of Chula Vista. Some of the new projects were the
Marina Gateway Hotel by the Sequan Tribe Development Corp, The Aquatics Center
located at Pepper Park and the Port Performing Arts Center which should be open in
Spring of 2010.
The Chairman thanked Ms. Peredo for her presentation and time.
4. Old Business
a. Community Garden -McDermott
The staff liaison, Stephanie Loney distributed copies of a letter, which was sent to
the Eric Crockett in the Redevelopment Department, for his input and printing on
City letterhead. The basis of the letter was from the original draft done by
Commissioner McDermott. She also informed the group that a draft of the
completed letter would be emailed to the commissioners.
b. The commission had obtained a copy of the existing CV Arts Directory, dated
1992. The group discussed and agreed to the formation of a subcommittee, to be
spearheaded by Commissioner Fessia. After suggestions about funding, such as
sponsors, advertisements, etc. and attaching the finished product to the City's •
website, Commissioners Smith, McDermott and Berndt volunteered to join Ms.
Fessia. It was also suggested to coordinate the rollout of the directory with one of
the Centennial events. It was concluded to have more of a focus on an electronic
directory than on a printed one and to blog invite interested participants to submit
their info.
b. Commissioner Deavenport informed that Ms. Souval (who was absent) had
attended, also the CAC would be included in the emails regarding these meetings.
The Chairman commented that Mr. Chris Lewis was desirous of having CAC
representation on a rotation model.
The Chairman asked that the Library Arts Master Plan be put on the next agenda
for discussion about the Eastern Urban Center not being addressed in it. Ms.
Deavenport to review the document.
5. New Business
a. National City's Port Public Art Committee -Souval
Ms. Souval being absent, Ms. Loney introduced this guest. The Chairman
moved this item out of sequence as a courtesy to the presenter.

Ms. Souval was absent due to illness.
6. Staff Updates
a. Library Art Exhibit Approval Policy -Loney
CoTA exhibit approved.
b. Performing and Visual Arts Grant
Stephanie distributed a draft of the PVA Grant, to be posted in early January,
2010 closing at the end of February. There were few changes in the
application, which she asked the CAC to review and send comments or changes
back to her via email.
7. Oral Communications
The Chairman commented on attending the Mayor's breakfast, as well as Ms. Loney. He
stated that one of the things discussed was emails exchanged on a topic could become a
quorum issue. The pre-Centennial concert had an attendance of 400. He pointed out that
• in the future the CAC should have more representation at events to present a more public
face for the Commission.
The secretary was requested to locate the name plates and have at meetings.
8. Adjournment
Mr. Bolles adjourned the meeting at 6:47 p.m. The next Cultural Arts Commission
meeting will be held on January 11, 2010 at 5:00 p.m., Chula Vista Public Library,
Civic Center main floor Conference Room.
