Call to Order/ Roll Call Commissioner Bolles called the meeting to order at 5:15 p.m. and asked the secretary to call the roll. Commissioners Present: Bolles, Deavenport, McDermott, Fessia, Smith; Berndt Commissioners Absent: Voorhees, Hernandez ,Liston -excused 2. Approval of Minutes A motion to approve minutes of January 11th, 2010 was made by the Chairman, and seconded by Commissioner Deavenport who made a correction to the 2"d paragraph on page 1 "will contact Band of America if the CAC has a commitment to the project going forward." Ms. McDermott corrected that the existing website is being used as a call for artists. The Chairman corrected the first item of the Old Business to read "Sculpture" Garden. The minutes were approved as amended, Mr. Voorhees abstained as he was absent on 1/11/10. 3. Public Comments No members of the public present. 4. Old Business a. Sculpture Garden -McDermott Commissioner McDermott reported that there was a call for artists on the web; of the thirteen inquiries there were no responses from the South Bay area, one from Riverside. There was a second call for a JPG format of their work but no response has been received to date. The other commissioners offered and discussed some alternative suggestions, such as SWC student artists; atop-down-approach to acquire the art pieces. • Ms. Diem Do, Project Manager, attended the meeting as representative from Community Development. Ms. Do that this project was "budget to market" as nothing needed to be built on the site, which was a good thing in the current economic climate. She informed the group that Redevelopment Dept. would make ready the site, lay granite and then the Commission would install their artwork. She also offered her department to handle the banner to the garden. Commissioners discussed TAVA's donating a piece, the Lollypop Tree, to mark the start or entrance of the garden; building of a wall if no response is received from the neighboring property owner. Chairman Bolles asked about the removal of the fence, laying of deep granite and erecting a faux wall. He also suggested that they contact South Western College, Dean of Art Department for students to paint the mural and benches, or loan pieces of sculpture. Ms. Loney was directed to draft a letter to TAVA requesting permission to move the Lollypop Trees to the site. She also is to contact Redevelopment to start to clear the site. Ms. Loney informed the commissioners that the Friends of the Library were not willing to become involved in this project. • Ms. Souval reported that the Port meets in a week and they will discuss which six pieces of artwork to loan to the project; she also added that there were financial issues governing Port art acquisitions and decisions at this time. b. Ms. Berndt reported that nothing has developed after the initial email; the Chairman urged that they move forward with this. c. Chairman Bolles led the discussion regarding CAC representation at the CV Arts Foundation meetings which are not held consistently. Ms. Souval and Liz Purcell are current attendees whenever the meetings do occur. d. Staff Liaison, Stephanie Loney, reported that the grant was closed on February 19 and that there were twenty-four (24) applications totaling $76K with an available fund of $56K. The applications were diverse in nature and range from 1 to 10 thousand dollar requests. The Selection Task Force will be meeting at 4p.m. on March 22 at the CVPL conference room. Ms. Loney also reported the Gayle McCandliss Award information was on the Library's website. 5. New Business a. The Staff Liaison distributed the business cards to the commissioners. • 6. Staff Updates a. Liaison informed the commission that the Sweetwater District had their art display up at the South Branch. 7. Oral Communications Commissioner Deavenport informed that the Christian Arts Festival was occurring on June 9 with a diversity of artwork in all genres. Ms. Loney to lend grid-walls, which are on Library premises but owned by the CAC. Ms. Souval apologized to the commission for her previous absences. She requested assistance from the CAC for the National Art Program, 2011 which will have 285 artists participating from the South Bay. Invitations to be sent out for turning in artwork in December to be stored with set-up during the furlough period. Commissioner McDermott informed of a Sweetwater Union High School District show in the Art Institute. 8. Adjournment Mr. Bolles adjourned the meeting at 6:20 p.m. The next Cultural Arts Commission meeting will be held on May 10, 2010 at 5:00 p.m., Chula Vista Public Library, Civic Center main floor Conference Room.
