CULTURAL ARTS COMMISSION
Meeting Minutes
Monday, May 21, 2012 Civic Center Branch Library
5:00 pm Conference Room
Commissioners Present: Chair McDermott, Vice-Chair Gore, Commissioners
Camacho, Lappin and Rodriguez
Commissioners Absent: Commissioners Attisha and Bernt
City Staff Present: Staff Liaison Stephanie Loney

I. Call to Order /Roll Call
Chair McDermott called the meeting to order at 5:00 p.m.
II. Approval of Minutes
Motion made by Vice-Chair Gore and seconded by Commissioner Rodriguez to
approve the Minutes from the January 9, 2012 meeting. Motion carried.
III. Old Business
A. Public Art Policy -The City Attorney ruled that the policy should go to City
Council. The issue will not be brought to the Council in the immediate
future due to City budget review/adoption workshops. Stephanie will
follow-up and report back to the Commission at a later date.
B. Staff Liaison, Stephanie Loney sent letters to local school principals to
solicit nominations for the Gayle McCandliss Arts Awards.

IV. New Business
A. San Diego Superior Court Art Display
• Review Art Application Documents -Copies of courthouse
guidelines and permission forms were circulated for review.
Vice-Chair Gore spoke with judges at the South Bay Courthouse for
the opportunity to display artwork by local artists. Several walls
may also be dedicated to students from the elementary school level
to college level.
Mr. Gore solicited ideas and suggestions from Commissioners.
Pictures of the courthouse walls were shown to provide visual of
where artwork will be displayed. Some walls have lighting to
illuminate the artwork. The courthouse is renovating and taking out
fountains and replacing with planters.
Chair McDermott inquired whether local schools display art shows
which can be shared with the courthouse after display at the
schools.
• Appoint Cultural Arts Commission Liaison
This new project will require someone to work with the courthouse
• to coordinate the displays. Vice-Chair Gore stated that displays will
be rotate approximately every three months.
Chair McDermott asked for member to volunteer as coordinator.
Commissioner Rodriguez suggested Vice-Chair Gore should be the
liaison and rotate a second member every three months or when he
needs assistance.
Commissioner Lappin volunteered to help for the first three months.
V. Library Staff Report
A. Performing & Visual Arts Fund Grant -Update and Approval by
Commission of Proposed Awards
This item will going before the City Council tomorrow, May 22~d for
approval. Staff received 29 applications, with one submitted after the
deadline and was not considered by the task force. Most of the
applications will be awarded and some amounts were adjusted
accordingly by the selection task force.
Commissioner Camacho motioned and seconded by Commissioner
Rodriguez to approve the awards. Motion carried.

B. Gayle McCandliss Arts Awards -Update and Review of Applications
. There are three categories of awards: (1) Rising Star - to recognize
artistic achievement by talented young artists in every art form: dance,
music, theater, media, visual and literary arts; (2) Bravo - to recognize
artistic achievement by individuals whose work has helped to build
community pride and appreciation of arts and culture within the City of
Chula Vista; (3) Literary Award - to recognize community service by
individuals or groups who have voluntarily given time and donated
resources in support of Chula Vista's artists and the community's cultural
life.
Application guidelines were posted from January to April on the Library
website. Staff sent letters to all local schools' principals. A press release
and afollow-up press release were issued. The department only received
one application for the Rising Star Award.
Staff Liaison Loney reminded the Commission that an award does not
have to be made and the Commission was take more time to review the
application and the applicant's work.
Chair McDermott made a motion and seconded by Commissioner
Rodriguez to grant the award in the amount of $300 to Chandler Sofia
Michel. Motion carried
• VI. Commission Comments/Communications
A. Chair McDermott stated that she will be resigning from the Cultural Arts
Commission.
Commissioner Camacho made a motion and seconded by Commissioner
Lappin to elect Vice-Chair Gore as the new Chair beginning at the next
meeting. Motion carried.
B. Vice-Chair Gore stated that he attended an excellent gallery down at the
marina and asked Susan Johnson to share information with the
Commission.
Susan informed the Commission that the South Bay Art Association is a
non-profit organization for Chula Vista and South Bay artists. The Chula
Vista Marina provided a room to display work from local artists. The group
is available to assist with the courthouse art display project. Members are
willing to help hang artwork or assist in other assignments.
C. The Commission had a discussion of proposed meeting times most
convenient for all members. It was decided to keep the meeting time as
scheduled.
• VI. Public Comments/Communications
A. Staff Liaison Loney shared information on the San Diego Arts Council
Initiative meetings. There are two meetings scheduled for May 24 and
June 28, and the meetings are open to the public.
B. Boards & Commissions Recognition Event invitations have been sent via
email.
VII. Adjournment
Meeting was adjourned at 5:55 p.m. by Chair McDermott.
The next regular meeting of the Cultural Arts Commission is scheduled for
Monday, July 9, 2012 at 5:00 pm at the Civic Center Branch Library,
located at 365 F Street, Chula Vista.
