MEETING CALL TO ORDER 5:15 p.m. 2. MEMBERS PRESENT: Floros ©Saucedo © Marrufo © Stevenson © Brannan 3. APPROVAL OF MINUTES: Regular meeting of January 8, 2009 Special meeting of January 29, 2009 Regular meeting of February 5, 2009 Special meeting of February 5, 2009 Special meeting of February 11, 2009 MSC (SAUCEDO/MARRUFO) 5-0 To approve the Minutes as submitted. 4. APPROVAL OF EXAMINATION ANNOUNCEMENTS -None Submitted 5. APPROVAL OF ELIGIBLE UST - Principal Planner Promotional 08443112P MSC (STEVENSON/SAUCEDO) 5-0 To approve the Eligible List. • 6. NEW BUSINESS - A. Appeal of Termination (CSC.051) Marcia Raskin, Director of Human Resources discussed dates for the upcoming hearing. Commissioners continued to discuss appeal processes. B. Interpretation of Civil Service Rules 2.03 Layoff Marcia Raskin, Director of Human Resources reported that the Human Resources department has applied the Layoff rule consistently throughout the process. She explained that those employees receiving advance notification of potential layoffs are not happy and that there is a possibility that employee(s) will appeal. Mentioning that she would be retiring, Ms. Raskin commented that she would be available to attend any appeal hearings on the layoff process. Commissioner Stevenson asked what is the date that the Ciry will use to determine everyone's seniority points. Marcia Raskin, Director of Human Resources stated April 9TM'. She also discussed success stories of those employees that have been notified in advance of their pending layoff status and have acquired employment. 7. OTHER BUSINESS - A. Staffing Reports -Read Items only. 8. COMMUNICATIONS A. Chair's Comments Chair Floros expressed his appreciation for Marcia's efforts in directing and guiding the Commission. Mr. Floros presented Ms. Raskin with her own gravel with the inscription, "The Hammer behind the Hammer". CJ Civil Service Commission Minutes March 5, 2009 • B. Commissioners' Comments Commissioner Stevenson congratulated Ms. Raskin on her future endeavors and stated that she will be deeply missed on the Commission and as well as throughout City Hall. She also congratulated Ms. Bacon on her appointment as Staff Liaison for the Commission. C. Staff Comments Chief Emerson thanked the Commissioners for the time spent on the past hearing and apologized for the lengthiness of the hearing. He also offered to discuss any questions regarding the PD Administrative process and practices and how the department handled issues. He also asked if any one was interested in participating on a ride along that he would be happy to coordinate. Chief Emerson stated that he might decide to retire but that he would be available to testify at the upcoming hearing. Commissioner Saucedo asked Chief Emerson if it was possible to tour the Police Department to get a better idea of how the department is run. Chief Emerson agrees to coordinate with staff for the Commissioner's next meeting. Commissioner Stevenson suggested that tours of other departments be provided or have departments provided an overview of their operations for the Commission. Marcia Raskin, Director of Human Resources agreed to coordinate with departments for future meetings. Commissioner Stevenson stated that there was no need to apologize for the hours spent on the Police Department appeal and that it's part of the responsibilities of the Commission. She stated that she appreciates that the Chief, the employee and that the Commission all had to play their part in the process. • Chair Floros stated that they take their responsibilities serious and it's their duty to do it and willing to make that sacrifice. Marcia Raskin, Director of Human Resources discussed that if Prop A does not pass that there will eventually be more layoffs. She also discussed deadlines of the Golden Handshake for city employees. D. APPEAL HEARING OF CITY EMPLOYEE (CSC.050) Closed The Civil Service Commission heard testimony and examined the evidence offered by the parties and the cause was submitted for decision. The Commission met in closed session for deliberations. IV. Adjournment -The Civil Service Commission will meet at their regular meeting scheduled for Thursday, March 5, 2009 at 5:15 p.m., at City Hall, 276 Fourth Avenue, Chula Vista, CA 91910.
