1. MEETING CALL TO ORDER - by Chair Floros at 5:15 p.m.

Chair Floros mentioned that the rules have been distributed for review to the Labor groups and no action is
required at this time.

Irene Mosley (HR Operations Manager) mentioned that the Boards and Commission event will be held on June
22"d and that formal invitations will be coming.
Irene Mosley (HR Operations Manager) introduced Don Hunter, Police Captain. Captain Hunter was present to
provide the tour of the Police Department.

• Chair Floros apologized and stated that he would not be able to attend the tour of the Police Department as well
as Commissioners Marrufo and Brannan.
Don Hunter (Police Captain) stated that they could reschedule the tour and wanted to provide a brief overview
of the department.
Chair Floros agreed and allowed Captain Hunter to proceed.
Don Hunter (Police Captain) stated that it was his pleasure to address the Commission. Captain Hunter
distributed the department's organization chart. Captain Hunter covered the following areas:
• 234 sworn personnel and a little less than 100 civilians with aPara-military organization with a rank
structure chain of command.
• Four divisions:
o Patrol /Traffic Operations (Captain Hunter, Commanders with 115 Officers and staff: Areas
include Community Patrol, K-9 Unit, Motorcycle Officers, Special Events Unit and the Special
Weapons and Tactics Unit and some grant funded units. Anew grant unit will start tomorrow
to help crack down street racing. Non-uniform positions include Street Crime/Gang
Suppression Unit, J.U.D.G.E. and the Police Dispatch unit.
o Investigation Division (Captain Leonard Miranda, Commander) -Second largest unit. Areas
include Criminal Investigations, Property Crimes and Family Protection Unit. Special
Operations and the Juvenile Services Unit that provide patrol services and School Resources
Officers to schools. A Crimes of Violence Unit with gang investigations and an Auto Task
Force that works to prevent auto thief and auto thief rings.
o Administrative Services Division -very heavy civilian group that handle background checks,
records managements and community relations. The Crime Lab and Property Control
sections are under this division. Also included is the Professional Standards Unit which
• deals with discipline and terminations.
o Resource Management Division, which provides research, analysis and grant writing to fund
positions and services. The coordination of the Police department's very large equipment
issuing, tracking, purchasing and distribution falls under this division.
• They discussed the 1 % increase and what that would mean to the Police Department.
• Captain Hunter explained how service complaints are processed when there's a citizen's complaint
against an officer or staff member.
Commissioner Brannan asked on average, how many complaints are filed per week?
Don Hunter (Police Captain) stated about three complaints a month and department wide, a little over 1 a week.
Commissioners Brannan then asked in a career of an officer, would he say all officers have had a complaint filed against
them?
Don Hunter (Police Captain) stated that it's very rare to make it through a career without a complaint
Commissioner Saucedo asked if a Police Officer were fired from the City, would they be able to get hired elsewhere. Mr.
Saucedo understands that the FBI investigates them.
Don Hunter (Police Captain) responded that the FBI does not investigate officers but they still go through a background
investigation. Captain Hunter also stated that it all depends on the agency in which they are applying. And what that
officer did to get fired. Some officers fail probation here and they do fine elsewhere because it's a better fit. But if you
are fired for say stealing or lying or for a definite termination offense, it's very unlikely you will get a job with another
police agency.
Chair Floros stated that lying is a big deal
• Don Hunter (Police Captain) stated that lying is huge and that officers are issued a badge and a gun and are given the
authority to take someone's freedom or life if its determined that it is necessary. He feels that you cannot have
somebody without 100% integrity and honesty having that type of authority. Captain Hunter described an incident of lying
and explained the Brady Index.

• Chair Floros stated that he looks forward to rescheduling the tour and would also like to participate on a ride along.
Don Hunter (Police Captain) distributed his business card and commented that he would be willing to arrange the ride
along.
