1. MEETING CALL TO ORDER - by Chair Floros at 5:16 p.m.
2. ROLL CALUMOTION TO EXCUSE:
Members Present: Chair Floros, Commissioner Saucedo, Commissioner Marrufo, Commissioner

Commissioner Stevenson arrived at 5:26 p.m.

APPROVAL OF MINUTES: Minutes of March 5, 2009
MSC (MARRUFO/SAUCEDO) 4-0-0 To approve the minutes as submitted. (Ms. Stevenson was not
present to vote.)
• 4. APPROVAL OF EXAMINATION ANNOUNCEMENTS

MSC (SAUCEDOlMARRUFO) 4-0 To approve the Examination Announcements. (Ms. Stevenson was not
present to vote.)
5. APPROVAL OF ELIGIBLE LIST
Peace Officer 08506110 Open
Police Recruit 08507110 Open
Senior Equipment Mechanic 09651201 Open
MSC (SAUCEDO/BRANNAN) 4-0 To approve the Eligible List. (Ms. Stevenson was not present to vote.)
6. NEW BUSINESS -
A. Request to Extend the Eligible List for Fire Engineer submitted by Dave Hanneman, Fire Chief.
Chief Hanneman stated the current list has been extend for a year and is eligible to be extended an
additional year. The current list has five viable candidates and with anticipated retirements, the
department plans to utilize the list. Chief Hanneman also stated that the department does not have
any employees eligible to take the examination but they plan on certifying personnel to be eligible to
take the exam.
Irene Mosley, HR Operations Manager commented that Ms. Stevenson has arrived.

• B. Appeal of Termination. (CSC.051)
Kelley Bacon, Director of Human Resources stated that the Mory case is moving forward and confirmed the
dates.
Chair Floros stated that he had concerns regarding the amount of dates requested by the appellant's attorney.
Rick Emerson, Chief of Police stated that after talking with the City's Attorney on the case, they are looking at
no more than 5 days. Chief Emerson stated that there have been some changes with the attorney's on the
appellant's side and would not be surprised if they do not show. He also stated that Mr. Zappia, Attorney for
the City, is putting the case together and will provide the binders to Kelley. Commissioners continued to
discuss the amount of dates requested for the hearing.
C. Chula Vista Police Department Tour -postponed until the end of the meeting.
D. Upcoming Vacancy for the Civil Service Commission
Kelley Bacon, Director of Human Resources announced that Mr. Saucedo's term is up at the end of June and
that the Mayor will be making the an appointment. Discussion continued regarding the process to appoint a
person to the commission.
Commissioner Saucedo stated that he would stay on with the Commission during the duration of the appeal.

A. Chair's Comments
Chair Floros thanked Mr. Saucedo for his time and dedication on the commission.
B. Commissioners' Comments
Commissioner Stevenson asked if they were going to be additional layoffs due to the fact that the tax increase
did not pass.
Kelley Bacon, Director of Human Resources stated that they are preparing notification for those that will be
affected. She believes that the Police Department is able to save some positions with grant funding.
Rick Emerson, Chief of Police stated that the department has attrition down and with some early retirements,
the department will go down to 230 sworn. He also stated that there are grant monies to save some civilian
positions. Chief Emerson stated that they are working really hard not to impact the rest of the city by not
having employees bump into other spots.
Chair Floros understands that the Fire Department is browning-out a station
• Kelley Bacon, Director of Human Resources explained that the Fire Department will need to brown out a
station and discussed the process. Ms. Bacon continued to explain what other areas will be affected due to the
tax not passing and the use of bumping rights procedures.

9. ADJOURNMENT - for a tour of the Police Department conducted by Rick Emerson, Chief of Police.
The Civil Service Commission will meet at a Special hearing on Wednesday, May 27, 2009 at 4:00 p. m. in the
Public Services North building at City Hall, 276 Fourth Avenue, Chula Vista, CA 91910.
