1. MEETING CALL TO ORDER- by Chair Floros at 5:15 p.m.
2. ROLL CALL/MOTION TO EXCUSE:
Members Present: Chair Floros, Vice-Chair Stevenson, Commissioner Marrufo,
Commissioner Villegas-Zunigas
Staff Present: Kelley Bacon, Director of Human Resources; Simon Silva, Deputy City Attorney
Guests: Beth Chopp, WCE President

3. APPROVAL OF MINUTES: Special Meeting of November 2, 2009

NEW BUSINESS -
A. Request to extend the Eligibility List for Lateral Peace Office for six (6) months submitted by Chief Bejarano.
MSC (Stevenson/Zuniga) 5-0-0 to extend the Eligibility List for Lateral Peace Office for six (6) months.
7. OTHER BUSINESS -
A. Staffing Reports - No discussion
B. Civil Service Rules -Review of Recommendations submitted by City's bargaining Units
Three meetings took place between Simon Silva, Deputy City Attorney; Kelley Bacon, Human Resources Director;
Beth Chopp, WCE President; and representatives from each bargaining unit to discuss the proposals provided by
CVEA, WCE, POA, and the Mid-Manager's group. Mr. Silva reported that negotiations between the City and the
bargaining groups are going well with very few unresolved issues at this point. Negotiations will continue and v~ill be
brought to the Commission at a future meeting and, following that, to the City Council for approval.

Chair Floros applauded stafF for their work revising the Civil Service Rules.
B. Commissioners' Comments -None
C. Staff Comments
Kelley Bacon, Human Resources Director, reported that the City continues to be in a challenging budget situation
• due to several factors, including a reduction in property tax revenue from the amount that was originally reported
and a significant revenue decrease due to the South Bay power plant towers being removed. To mitigate the
situation, the City has instituted a hiring freeze and is looking at grant funding for positions and other ways to
increase revenue.

The Mid-Manager's bargaining group will be voting on a proposed MOU and agency shop item on 12/10/09. The
agreement allows for a re-opener for discussion of the MOU benefits for the group in January 2010.
The employee layoff bumping rights were discussed between the City and the bargaining groups. The bargaining
groups all disagreed with the rule that allows an employee's single past performance evaluation of "Needs
Improvement" or "Unsatisfactory" to be used in the bumping decisions. The proposed change is to consider
performance evaluations for the past full year and only those with an "Unsatisfactory" rating can affect an individual's
bumping status.
