1. MEETING CALL TO ORDER - by Chair Floros at 5:16 p.m.
2. ROLL CALUMOTION TO EXCUSE:
Members Present: Chair Floros, Vice-Chair Stevenson, Commissioner Marrufo,
Commissioner Villegas-Zunigas, Commissioner Brannan
Staff Present: Kelley Bacon, Director of Human Resources
3. APPROVAL OF MINUTES: Regular Meeting of December 3, 2009

A. Staffing Reports - No discussion
B. Civil Service Rules -Review of Recommendations submitted by City's bargaining units
The City has met with all of the bargaining groups regarding the proposed Civil Service Rules. The changes to
the proposed Rules will be sent to the commissioners for consideration during the February 2010 meeting.
Once the commission makes a decision, the recommendation will be taken forward to the City Council for
consideration and approval. The discussion among the Civil Service Commission may be in closed session
with an announcement of the results following the meeting.
Staff will clarify the process of holding a closed session should the commission decide to exercise that option
during its February meeting.
COMMUNICATIONS
A. Chair's Comments
Chair Floros wished a happy new year to the commissioners and welcomed new Administrative Secretary, Kerry
Laube.
B. Commissioners' Comments -None
C. Staff Comments
Kelley Bacon, Human Resources Director, reported that she was not aware of any upcoming employee
hearings. The City will begin the MOU reopener discussions with the Mid-Management bargaining group next
week.
The City's budget situation will be difficult again next fiscal year. Payments under the renegotiated MOUs are
scheduled to begin in July 2010 for POA and in January 2011 for POA, CVEA, and IAFF. Staff is committed to
doing everything possible to avoid layoffs.
