MEETING CALL TO ORDER - by Chair Floros at 5:19 p.m. 2. ROLL CALL/MOTION TO EXCUSE: Members Present: Chair Floros, Commissioner Marrufo, Commissioner Brannan, Commissioner Villegas- Zuniga Members Excused: Vice-Chair Stevenson, Staff Present: Kelley Bacon, Director of Human Resources 3. APPROVAL OF MINUTES: Regular Meeting of March 4, 2010 MSC (MarrufoNillegas-Zuniga) 4-0-0 to approve the minutes. Unanimously approved. 4. APPROVAL OF EXAMINATION ANNOUNCEMENTS -None submitted 5. APPROVAL OF ELIGIBLE LIST Peace Officer Open 09506109 Police Recruit Open 09507109 Recycling Specialist Open 09274209 MSC (Brannan/Marrufo) 4-0-0 to approve the minutes. Unanimousy approved. 6. NEW BUSINESS A. Request to extend the Eligibility List for Fire Engineer for six (6) months submitted by Chief Hanneman. Chief Hanneman requested that the eligibility list be extended for six months. The original intent of the Fire Department was to request to extend the list for one year; however, the Commission was noticed for a six month extension. The Fire Department will likely make a request in six months to extend the list for an additional six- month time period. The extension is being requested due to the lack of funds to initiate a test; the lack of anticipated openings for the Fire Engineer position; and aside-letter agreement with IAFF exists stating that if there were an opening under specified conditions, the department would not fill the position for a period of two years. He did advise that a grant exists, which may require filling a position within a specified timeframe. He further stated that the union is aware of his request to the Commission. Commissioners' Comments -None C. Staff Comments City Attorney Silva advised of the final outcome of the previous employee appeal hearing. Page 1 of 2 Civil Service Commission Minutes March 4, 2010 Ms. Bacon advised that last chance agreements were offered on a regular basis under previous management in the Public Works Department; however, current management does not anticipate offering last chance agreements under most circumstances, especialty when offenses result in safety concerns related to other employees and members of the public. Ms. Bacon discussed that the updated Civil Service Rules are slated to be presented to the City Council on April 13, at 4 PM. She encouraged any available commissioners to attend the meeting. D. Public Comments -None ADJOURNMENT - (MarrufoBrannan) to adjourn to adjourn at 5:43 p.m. to the next regular meeting. The Civil Service Commission adjourned to the next regularly scheduled meeting on Thursday, May 6, 2010, at 5:15 p.m., in the Conference Room 8129, Public Services North at City Hall, 276 Fourth Avenue, Chula Vista, CA 91910.
