ROLL CALL/MOTION TO EXCUSE: Members Present: Chair Floros, Vice-Chair Stevenson, and Commissioner Marrufo Members Excused: Commissioners Brannan and Villegas-Zuniga Staff Present: Kelley Bacon, Director of Human Resources, Lisa Foster, Council 3. APPROVAL OF MINUTES: August 5, 2010 MSC (Stevenson/Marrufo) 3-0-0 to approve the minutes of August 5, 2010. Unanimously approved. 4. APPROVAL OF EXAMINATION ANNOUNCEMENTS A. Public Works Manager Closed 10633606P B. Senior Animal Caze Assistant Closed 10531506P MSC (Marrufo/Stevenson) 3-0-0 to approve the examination announcements. Unanimously approved. 5. NEW BUSINESS There was none. 6. A. Staffing Reports No discussion. COMMUNICATIONS A. Chair's Comments Chair Floros reported that he attended the Mayor's breakfast for commissioners and received an update from the Mayor regarding the City's current financial state. B. Commissioners' Comments There were none. C. Staff Comments Kelley Bacon reported there are three employee situations, which may result in appeal to the commission. One other employee has decided to resign in lieu of termination and therefore will not result in appeal. Ms. Bacon advised the Commission that each member must complete a 2-hour ethics training course and provided instructions on a web-based program. • Ms. Bacon reported that the City has issued a total of 71 layoff notices and 40 demotion notices to employees. Bargaining groups will soon receive a list of employees being laid off with their associated seniority points. The City has been trying to meet with bargaining groups regarding pension reform, which would significantly reduce the budget deficit. The failure of the passage of the User Utility Tax in the November election could result in $5 million in additional cuts to the budget and 50 additional layoffs. Ms. Bacon distributed a copy of the City's financial report and explained the City's current financial Page 1 of 2 ` Civil Service Commission Minutes October 7, 2010 state and some of the challenges. The Commission may be asked to review requests from employees appealing the calculation of their seniority points. 8. D. Public Comments There were none. CONFERENCE WITH LEGAL COUNSEL REGARDING EXISTING LITIGATION PURSUANT TO GOVERNMENT CODE SECTION 54956.9(a) 1. Moises Rodriguez v. City of Chula Vista Civil Service Commission, et. al, San Diego Superior Court, Case No. 3 7-2009-00089925-CU-WM The matter was continued to November 4, 2010.
