BALNIS, TRUSTEES E. MELLOR, A. RIGGS & 8. YOUNG BOARD MEMBERS ABSENT: CITY STAFF PRESENT: OTHERS PRESENT: CALL TO ORDER /ROLL CALL NONE LIBRARY DIRECTOR BETTY WAZNIS NONE Vice-Chair Balnis called the meeting to order at 5:08 p.m. Mr. Balnis read the letter of resignation from Ms. Stokes dated 3/1/12. Due to Ms. Stokes's position as an hourly employee for the City, she cannot continue to serve on the Board. Item III -Election of New Chairperson was discussed out of order (please refer to notes below. ) I. APPROVAL OF MINUTES Motion made by Trustee Young and seconded by Trustee Riggs to approve the meeting minutes from February 15, 2012. Motion carried. II. CONTINUED MATTERS A. Advocacy As discussed at the last Board meeting, Trustee Riggs stated that she would ensure the community knows more about the library and to get people back to our services. Trustee Young also reaffirmed his resolve as noted in the February meeting minutes. B. Board Effectiveness Workshop Vice-Chair Balnis informed the Board that CALTAC offers training about "how to's" for library boards. Mr. Balnis stated that the Board took the opportunity last year and learned about trustee school. It was suggested that the Board may be interested in re-attending the training. Trustees Riggs and Young both expressed interest and would like to revisit this opportunity after the vacant Board position is filled. MINUTES BOARD OF LIBRARY TRUSTEES III. NEW BUSINESS A. Election of Chairperson The Board had a discussion regarding the role of the Chairperson. Trustee Mellor read to the Board the description as outlined in the Boards & Commissions Rules and Guidelines Handbook. Trustee Mellor nominated Trustee Young as new Chairperson for the remainder of FY 11-12. Trustee Riggs seconded nomination. Vice-Chair Balnis asked if there were any further nominations or discussions. The Board voted and elected Mr. Young as the Chairperson of the Board of Library Trustees for the remainder of this fiscal year. IV. LIBRARY DIRECTOR'S REPORT A. Library Department Budget Update The Mayor presented the State of the City Address last evening. The City is facing a deficit of approximately $5 million. The funds of $650,000 given to the library at the end of last fiscal year may be in jeopardy. If the funds are taken away, we may have to reduce services at the two existing branches. We have a commitment at Otay Ranch Town Center to open the branch for five days a week. Director Waznis stated that she will keep the Board apprised and would like to hear suggestions about how to absorb the possible cuts. Reducing days and hours confuses patrons of when each branch is open for service. It discourages people when they come to the building and it is closed. Director Waznis informed the Board that the City Manager will present the proposed FY 12-13 budget to the City Council in late April/early May. Council will have workshops to receive input from the community prior to adopting the budget. The Board will be notified when these session(s) are scheduled. B. Update on Otay Ranch Storefront Library Grand Opening announcement postcards & flyers were distributed. Flyers will be provided to local area elementary schools to distribute on April 9th (when the students return from Spring break.) Director Waznis provided a brief highlight of events scheduled for the Grand Opening. Pictures of the construction progress were shared with the Board. Trustee Riggs suggested an activity for the Grand Opening event. Ms. Riggs stated that the San Diego Fair displays art work from students. The deadline for submittal is May 2"d. She will research the guidelines and provide the information to Director Waznis for consideration. 2 MINUTES BOARD OF LIBRARY TRUSTEES C. Library Programs and Events 1. South Chula Vista Branch hosted an art show by the Sweetwater Union High School District. The artwork is currently exhibited at the South Branch Library. An Awards Ceremony was held on March 2~d. Approximately 12,000-18,000 patrons visit that branch each month. 2. The Chula Vista Elementary School District is looking for community partners to help distribute free lunches to children during Spring break. Both Civic Center and South Branch will provide lunch and a movie. This program will be a great opportunity to bring new children/families into the library. If the program is successful, we may provide this service during the Summer break. 3. Chula Vista Public Library Foundation fundraising event is scheduled for Saturday, April 28th from 5:00 to 9:00 pm. Save the date cards were distributed. 4. Heritage Museum will be presenting a new exhibit starting June 9th on the history of the Japanese Americans in Chula Vista. V. COMMUNICATIONS A. Friends of the Library - No report • B. Chula Vista Public Library Foundation As the liaison representing the Board of Library Trustees, Mr. Balnis attended the March 20th meeting of the Foundation. Vice-Chair Balnis stated that he was looking forward to attending the fundraising event as he has been unable to attend the past couple of years. His observation is that the Foundation Board's planning meetings are very intense and methodical in approach. Trustee Mellor stated that she attended last year's event and it was very well organized. Chair Young asked for a brief description between Friends vs. Foundation. Director Waznis explained that the Friends are a group of supporters who love books and libraries and are involved with day-to-day activities of managing the Book Store and organizing book sales. The Foundation performs a broader range of community outreach and focuses on one fundraising event each year. C. Public Comments -none D. Written Comments -none • 3 MINUTES BOARD OF LIBRARY TRUSTEES E. Board Comments 1. Vice-Chair Balnis reaffirmed his resolve to maintain a working relationship with the City Council, in order to build credibility and accountability for the Board. Director Waznis informed the Board that they have an opportunity to be present at the April 24th Council meeting when the winners of the 10th Annual Battle of the Books will be recognized by the Mayor. 2. Chair Young shared that he read an article about the possible privatization of the Oceanside Library. The deciding factor to not privatize was due to the volunteering nature of the library. When they analyzed the value of volunteers; it was noted that privatization was not a good idea. 3. Trustee Mellor commended Director Waznis for the efforts made to reach out to the schools to announce the opening of the Otay Ranch Branch Library, Director Waznis thanked Trustee Mellor for her help and advice on how to reach out to the School Board.
