• MINUTES OF THE MEETING OF THE
CITY OF CHULA VISTA
CHARTER REVIEW COMMISSION

MEMBERS ABSENT: Pete De Lara (excused)
STAFF PRESENT: Glen Googins, City Attorney, David Miller, Deputy City
Attorney; and Cheryl Ponds, Legal Assistant
PUBLIC PRESENT: Peter Watry, Earl Jentz, Wendy Fry, Ed Valerio, John
Moot and Robert Ross
The meeting was called to order at 4:10 p.m.
1. Roll Call.
Randy Bellamy, Chair called the meeting to order at 4:10 p.m. The roll was
called and members were noted as present or absent as indicated above.
• 2. Approval of September 22, 2010 Minutes
Corrections to the minutes were as follows: William Richter was not present.
Brandon Marvin nominated Ron Kelley for Chair. Pete DeLara was in
attendance. David Miller stated that because of a lack of quorum of those
commissioners who were present at the September meeting the approval of the
September 22, 2010 minutes was tabled to the next Charter Review Commission
meeting.
Ron Kelley suggested taking item 4. a. Member's Comments -Introduction of
new member -Carra Rhamy before New Business item.
3. Member's Comments
Carra Rhamy introduced herself and gave a brief summary of her background.
She has lived in Chula Vista for most of her life. She is an attorney and has
worked for the City of San Diego and is currently working for County of San
Diego. She looks forward to working on the commission.

• 4.a. New Business -City Council Referral: District Elections
Randy Bellamy explained to the commissioners and public that Councilman
Ramirez at the last City Council Meeting wanted the Charter Review Commission
to present any information/discussions/action they had previously done regarding
district elections. Glen Googins, City Attorney gave a brief summary of what the
City Council referred to the Charter Review Commission. David Miller explained
what he had prepared for the three previous City Council Meetings on July 2,
2010, July 27, 2010 and August 3, 2010 regarding District Elections. Ron Kelley
and William Richter agreed that there is a certain amount of accountability with
district elections. Carra Rhamy asked why this issue is being raised. Glen
Googins stated that the commission develop a recommendation to the City
Council and ask the council if that's what they had in mind.
Ron Kelley made a motion that the Charter Review Commission move forward in
evaluating the options for potential district elections, continue to have public
meetings at different venues and determine the feasibility in the code and a
menu of options for district elections. William Richter seconded the motion, the
vote was unanimous. Motion carried.
David Miller, Deputy City Attorney, said he will report back to City Council at the
June 21St City Council with their recommendations.
• Mr. Bellamy tentatively scheduled the next Charter Review Commission meeting
on Monday, June 27, 2011 at 4 p.m. He asked that Cheryl Ponds check with the
other commissioners regarding their availability for that date and time.
4. Public Comments
Peter Watry, Ed Valerio, Earl Jentz and John Moot gave their opinions and
suggestions to the commissioners regarding district elections. Several members
of the public agreed that the commission should pursue public input by
scheduling several public forums in various locations.
NEXT MEETING: Tentatively set for Monday, June 27, 2011 at 4 p.m.
MEETING ADJOURNED AT 5:15 p.m.
