HomeMy WebLinkAbout2012-01-18 CRC MinutesMINUTES OF THE MEETING OF THE CITY OF CHULA VISTA CHARTER REVIEW COMMISSION Wednesday, January 18, 2012 City Council Conference Room C101 4'00 p m MEMBERS PRESENT: Randy Bellamy, Ron Kelley, Carra Rhamy and Bill Richter. EXCUSED ABSENCE: Brandon Marvin STAFF PRESENT: Jill Maland, Assistant City Attorney and Cheryl Ponds, Legal Assistant PUBLIC PRESENT: Allison Sempite, Star News Reporter, John Goss and Robert Ross 1. Roll Call. Randy Bellamy, Chair called the meeting to order at 4:25 p.m. The roll was called and members were noted as present or absent as indicated above. Mr. Bellamy announced that Mr. Marvin has resigned from the Charter Review • Commission due to relocating to San Diego. 2. Approval of November 7, 2011 and December 5 2011 Minutes Mr. Richter revised the December 5, 2011 minutes to section 4A, second sentence change "he to him". Mr. Kelley stated to remove the sentence in section 5 beginning with "Ron Kelley said", because he was not at the December Stn meeting. Ron Kelley made the motion and seconded by William Richter to approve the November and December minutes, as amended. Motion carried by vote of 4-0. Public Comments (items not on the agenda) None 4. Discussion/Action Items A. Debriefing- Public Outreach Session - Mr. Bellamy called for public comments regarding this item. Mr. Goss stated he was the Chula Vista City Manager 15 years, commented on District Elections regarding dividing neighborhoods, election costs, redistricting costs and costs for lawsuits. Also, he is in favor of "At Large" elections. Allison Sampite. from Star News had questions for the commissioners. Ms. Maland explained that this time is reserved for Public Comments and she requested that Ms. Sampite present her • Charter Review Commission 1 January 18, 2012 questions to the commissioners after the meeting in case they do not have the answers immediately, someone can respond to her at a later time. B. Debriefing -public outreach presentations: Mr. Bellamy reported that he and Bill Richter gave an outreach presentation at the Salt Creek Recreation Facility on Tuesday, January 3`d. He said it was a small crowd, five to six people attended. In addition, Mr. Bellamy and Ms. Rhamy gave an outreach presentation at the Veteran's Park Recreational Facility on Monday, January 9t". It was attended by a small group of six to seven people. Mr. Bellamy said he was very glad to have done the outreach presentations on the east side of Chula Vista because they received a different perspective. The Commissioners discussed the results/comments from the public outreach meetings. C. City's Website Update: Jill Maland gave an overview of the results of the online survey and informed the commissioners that the Charter Review Commission District Election website was closed down today as advertised • D. Format of the Final Report: The commissioners discussed what should be included in the Final Report to the City Council. Motion was made by Ron Kelley, "to recommend to the City Council to place a Charter Amendment on the ballot to change the current election system to a "By-District" Election system for the four City Councilmembers". Randy Bellamy seconded the motion. Ms. Rhamy amended the motion to include the language, "no sooner than November 2012". The motion passed as amended 4-0. Ms. Rhamy stated that she would like to make sure that the public has plenty of time to make an informative decision regarding District Elections. The commissioners discussed the timelines, information and content for the final report to City Council. Jill Maland explained that the timeline to get the item to the Registrar of Voters is early March for the November election. Ms. Maland explained the three points that need to be addressed in the final report; 1. Pros & cons of District Elections; 2. What other cities have done and 3. Public Outreach -process/results. She stated she would prepare the legal analysis. Public Comments -. None Charter Review Commission 2 January 18, 2012 • 5. Members Comments -The commissioners discussed when to meet to review the final report. Ms. Rhamy said she may not be available as she is going into trial. The Commissioners decided that the two subcommittees will work on their part of the final report. Mr. Bellamy & Mr. Richter will work on the public outreach part and Mr. Kelley and Ms. Rhamy will work on the recommendations regarding the Pros & Cons of District Elections. They agreed that Mr. Bellamy will be the point person to relay the information to Jill Maland in order for her to complete a draft report to review at the next meeting, tentatively scheduled for Monday, February 6, 2012. 6. Staff Comments -None 7.
