CITY OF CHULA VISTA
CHARTER REVIEW COMMISSION
Monday, March 5, 2012 C101 Conference Room 5:00 p.m.
MEMBERS PRESENT: Randy Bellamy, Ron Kelley, Bill Richter, Carra Rhamy and
Tom O'Donnell
STAFF PRESENT: Jill Maland, Assistant City Attorney and Cheryl Ponds, Legal
Assistant
PUBLIC PRESENT: Robert Ross
1. Roll Call.
Randy Bellamy, Chair called the meeting to order at 5:06 p.m. The roll was called and
members were noted as present as indicated above. Mr. Bellamy introduced Mr.
O'Donnell as a new commissioner. Mr. O'Donnell gave a brief summary of his
background.
Glen Googins, City Attorney, joined the meeting for a few minutes and gave a brief
summary of what's up ahead for the commissioners regarding the district election issue
and thanked them for the work that was done.
2. Approval of January 18, 2012 and February 7, 2012 Minutes
Ron Kelley made the motion, seconded by Bill Richter to approve the minutes as
written. Motion passed on a vote of 3 with one abstention (Tom O'Donnell, new
commissioner)

4. Discussion/Action Items
A. Consideration of the Proposed Charter Amendment to Establish District
Elections for Council Seats:
Mr. Bellamy gave a summary of the City Council meeting he attended regarding the
Charter Review Commission's report to the Council. Jill Maland clarified the
assignment that's before the commission regarding the ballot measure language and a
variety of issues to consider. Ms. Maland clarified for the commissioners some of the
issues to be considered, such as: 1) type of election: "by", "from", "hybrid"; 2) Continue
with a Primary election and November election (runoff), the number of districts, the

need to add council seats; 3) term limits & consider the overlap (at large seats & district
election seats). Ms. Maland also informed they need to recommend a "Districting
Process" and that they will work with a Legal Consultant. The commissioners discussed
and agreed on "By District" format with a runoff in November. Ms. Maland stated that
they can continue with the same rules in effect now, regarding a June election with a
run-off in November. The Commissioners had questions regarding what are the
districts going to look like, how many should there be. Ms. Maland explained that is why
they will have a consultant working with them to clarify these issues along with maps of
the Chula Vista population, recent census changes. She said she will try to have the
consultant at the next meeting. She said by August the ballot question and the
amendment to Charter provision will have to be done.

5. Members Comments -Ms. Rhamy remarked about the article in the Star News
regarding City Attorney charter amendment voted on by the City Council. She asked if
they should review what options they had in considering a response to the Chula Vista
City Council regarding the matter. Mr. Bellamy suggested that the next meeting be
tentatively scheduled for Monday, March 19th at 5:00 p.m. and to add this item "City
Attorney Charter Amendment" to the agenda for discussion.
6. Staff Comments -None
Mr. Robert Ross, member of the public, remarked that he thought it is very important to
decide to give a rough approximation of what the district will look like along with the
ballot question.
7. Adjournment -Randy Bellamy adjourned the meeting at 6:00 p.m.
NEXT MEETING: Tentatively scheduled for Monday, March 19, 2012.
