HomeMy WebLinkAbout2012/09/10 RCC Minutes MINUTES OF A REGULAR MEETING OF THE RESOURCE CONSERVATION COMMISSION September 10, 2012 City of Chula Vista, Executive Conference Room 103 276 Fourth Avenue MEETING CALLED TO ORDER: By Chair Rahimzadeh at 4:05 p.m. ROLL CALL: MEMBERS PRESENT: Commissioners Coleman, Flores, Kappes, Romo, Vargas, and Chair Rahimzadeh MEMBERS ABSENT: None MOTION TO EXCUSE: None STAFF PRESENT: Administrative Services Manager Beamon, Environmental Resource Manager Reed, Environmental Services Program Manager France, Environmental Resource Specialist Castagnola, Recycling Specialist Hice, Intern Garcia, SANDAG Regional Energy & Climate Planner King, SANDAG staff member Freedman, and Sr. Secretary Fields OTHERS PRESENT: None APPROVAL OF MINUTES: The Minutes of August 13, 2012 were approved with the addition of Administrative Services Manager Beamon added to the Staff Present section. ORAL COMMUNICATIONS: None ACTION ITEMS: 1. Transportation Energy Roadmap Report (Draft) Allison King of SANDAG gave a PowerPoint presentation which detailed the program goals, timeline, and the Roadmap chapters, which included efforts on saving energy in city operations and in the community. She also discussed City efforts that are already in place to build from, and City fleet assessment and iCommute Services. City staff member Pedro Garcia added that there would be an upcoming Lunch and Learn on alternative methods to commuting to work. Staff then addressed questions and comments from the board. Action: Commissioner Romo made a motion that the Resource Conservation Commission recommend that the City Council accept the Transportation Energy Roadmap Report prepared by SANDAG. Commissioner Flores seconded the motion. The motion passed unanimously. RCC Minutes, 9/10/12, Page 1 of 3 2. Recycling Municipal Code (CVMC 8.25) Modifications Ordinance Environmental Services Program Manager Lynn France briefly discussed the proposed revisions to the Recycling Ordinance for conformance with the California Green Building Standards Code. France and staff member Mike Hice responded to board member questions. Action: Commissioner Romo made a motion that the Resource Conservation Commission recommend that the City Council adopt the ordinance modifying the municipal code to conform to the California Green Building Standards. Commissioner Coleman seconded the motion. The motion passed unanimously. INFORMATION ITEMS 1. Cool CA ChallenQe QualifvinQ Prize & Final Round Environmental Resource Specialist Michelle Castagnola gave an overview of the program and the statewide contest. She stated that Chula Vista had received $5,000 for being a finalist in the qualifying round, and that the City will invest those funds in a Holiday Lighting Exchange program in December. Castagnola added that Chula Vista could potentially win $60,000 or up to $100,000 if we make first place. 2. OrQanics Management & Food Waste Environmental Services Program Manager Lynn France stated that the landfill had received approval from the local enforcement agency, San Diego County, to do a food waste/composting two year research project. They are in the process of discussing the details, particularly financial aspects. They will be looking at commercial food sources as one phase, and also looking at processed foods - post consumer types. Then they will look at designating a residential pilot area asking those residents to put their food waste in with their green waste. All of these processes will be monitored and tracked and documented back to the County with the hopes of going to a full city-wide organics management program at the end of the project. France also mentioned current legislation regarding banning organics from the landfill and from use as alternative daily cover. 3. Plastic BaQ Ban Update Environmental Services Program Manager Lynn France stated that the Plastic Bag Ban did not make it in the last legislation. She said that it is perceived as being a very anti- business bill. She added that the question now is what do we want to do in Chula Vista. France said that a survey question regarding whether to ban bags or not will be put on the City's website to get feedback, and that the information would also be put on Facebook and Twitter. MANAGERS COMMENTS · Environmental Resource Manager Reed discussed the areas that had been identified for the trees that the RCC wanted to plant, and asked the board for input on methods of covering the costs involved. The board discussed getting the community involved and offered suggestions of different community groups and schools that might be interested in participating. Manager Reed stated that staff would reach out to some of the groups and report the findings at the next meeting.
