ENVIRONMENTAL REVIEW This proposed activity has been reviewed for compliance with the California Environmental Quality Act (CEQA) and it has been determined that the activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines because it will not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, they activity is not subject to CEQA. Thus, no environmental review is necessary. RECOMMENDATION Council adopt the resolution. BOARDS/COMMISSION RECOMMENDATION Not Applicable. DISCUSSION The Chula Vista City Jail is currently comprised of one Lieutenant, 12 Police Services Officers and one Senior Office Specialist. The Lieutenant (Jail Commander), who currently is the only supervisor position in the jail, is partially dedicated to the jail and also 10-1 1]/20/2012Item ,tV~ Page 2 of 2 manages dispatch operations. The Police Department is requesting to reclassify two current Police Services Officers to Police Services Officer Supervisors. This will create line level supervisory roles in the jail operations. The ability to delegate jail supervisory duties by the Jail Commander is key to operational efficiency and will reduce span-of- control to aprofessional-standard level. Additionally, supervisors on-site for all shifts will increase employee performance, accountability, and policy compliance. The two Police Services Officer Supervisors will supervise all four shifts and will provide additional staffing during peak activity hours. These supervisors will also provide more constant oversight on privately contracted labor (nurse and transport officers). Additionally, they will have the time and ability to review video surveillance on a consistent basis to increase oversight and deter or identify misconduct. DECISION MAKER CONFLICT Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently the 500-foot rule found in California Code of Regulations section 18704.2(a)(1) is not applicable to this decision. CURRENT YEAR FISCAL IMPACT Approval of this resolution will result in the amendment of the compensation schedule and classification plan to reflect the addition of a Police Services Officer Supervisor position and the reclassification of two Police Services Officers to Police Services Officer Supervisors. In the compensation schedule, the current bi-weekly salary of a Police Services Officer at E Step is $2,096.78. The proposed bi-weekly salary of a Police Services Officer Supervisor is 15% more than a PSO, which is $2,411.30 at E Step. This supervisor position will belong to the CVEA bargaining group. The Department anticipates promoting two current employees in January 2013. The current year fiscal impact for the reclassifications is approximately $10,500. Due to PSO vacancies earlier in the fiscal year, there is no net fiscal impact to the General Fund this fiscal year and no further appropriations are requested at this time. ONGOING FISCAL IMPACT Based upon the current compensation schedule, the ongoing fiscal impact is approximately $21,000 per year for the reclassification of the two positions. The Police Services Officer Supervisors will be included in the fiscal year 2013/2014 proposed budget. ATTACHMENTS None.
