HomeMy WebLinkAboutReso 1999-19644 RESOLUTION NO. 19644 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA WAIVING THE CONSULTANT SELECTION PROCESS AS IMPRACTICAL AND AWARDING A PURCHASING AND MAINTENANCE AGREEMENT OF $221,100 FOR THE UPGRADE AND EXPANSION OF THE PUBLIC WORKS OPERATIONS' WORK MANAGEMENT SYSTEM TO STANTEC CONSULTING, INC WHEREAS, a work management system (WMS) is an automated system for collecting and tracking data about the work an agency perti~rms; and WHEREAS, the Operations's current DOS-based WMS is somewhat autornated, but still depends on labor-intensive input; and WHEREAS, an npgraded and expanded system will ( 1 ) eliminate duplication of effort and paper tracking (2) link service requests and backlogs with jobs, and (3) allow management to better plan and schedule work and evaluate crew perfbrmance and workload; and WHEREAS, the new system will emphasize public needs, by changing the focus from measuring performance after the ii~ct to scheduling and planning work based on service requests and work orders and will provide the ability [br staff' to create various reports, instead of relying on canned reports in the current system; and WHEREAS, the cost tbr the WMS tkn' 15 cuncun'ent users is $72,200, which includes installation, implementation, data loading, training, and a credit and price reduction orS11,000; and WHEREAS, the WMS system needs to be expanded to add infi-astructure modules applications (IMA) to better manage the City's assets and to i~rovide a link to the City's Geographic Information System (GIS) to visually show areas where work has been completed or has been planned; and WHEREAS, the Division proposes to purchase a wastewater (sewer) module, as a first step, to provide infi3rmation on pipes, access points, and services, which will be tied into the GIS and the WMS, since the GIS currently has sewer pipe and access point layers; and WHEREAS, tile cost of the IMA software t~3r 5 concurrent seats or users is $14,700, the initiation, installation, implementation, and training for the sewer modnle is $63,300, and the conversion and linking of data fi'onl the GIS maps tiles is a maximum of $55,000, fi_3r a total cost of $133,000 plus tax; and WHEREAS, tile cost of the \VMS li3r this initial phase if$205,20t)plus $15,900 for tax, for a total of $22 I, 100 and after tile first year, annttal maintenance and software support will be needed, at a cost of $9,756; and Resolution 19644 ---, Page 2 WHEREAS, Stantec Consulting, Inc., who supplied tile original WMS (under a different company name), is unkluely qualified to provide this update since it is their system that is being expanded and upgraded and an upgrade (versns a new system) was determined by staff to be the most cost effective and appropriate approach to address City needs: and WHEREAS, accordingly stall' recommends waiving, as impractical, the normal consultant selection process under Section 2.56.070 o['the ('[mla Vista Mtmicil~al Code NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula Vista does hereby waive the consultant selection process as impractical tbr the reasons set ~brth above, and awards a purchase and maintenance agreement tbr the upgrade and expansion of the Public Works Operations' Work Management System and sewer infi'astructure module to Stantec Consulting, Inc., a copy of which shall be kept in the office of the City ('Jerk, in the amount of $221,100 on a contract form to be approved by the City Attorney Presented by Approved as to f~3rm by I "',/ - Resolution 19644 Page 3 PASSED, APPROVED, and ADOPTED by the City Council of the City of Chula Vista, California, this 9'1' day of November, 1999, by the IiMIowing vote: AYES: Councihnembers: Davis, Moot, Padilia.
