DISCUSSION 9-1 SEPTEMBER 18, 2012, Item 9 Page 2 of 2 In September 2012, Chula Vista Serves was awarded a $40,000 grant from Be the Change's ServiceNation campaign to implement Third Grade Reads, "a high-impact service strategy in which the mayor's office leverages the power of volunteers to help children attain reading proficiency by the beginning of fourth grade." Funded by Target, eight grants were awazded. Thirty applications, all by cities in the Cities of Service coalition, were submitted. The grant requires that the mayor's office partner with a local school district and a non- profit agency focused on K-3 literacy to identify student needs and define the goals and scope of their Third Grade Reads initiative. Under the leadership of the Chief Service Officer in the mayor's office, Oasis Tutoring, the lead non-profit partner, will work with the Chula Vista Elementary School District to develop ahigh-quality curriculum that aligns with the Third Grade Reads blueprint, local school curricula and reading instructional strategies, and can be used by volunteers. Oasis Tutoring and the Chula Vista Elementary School District will plan trainings to prepare volunteers, who provide regular reading tutoring for every participating child on a weekly basis. The Chief Service Officer will work with partners to track and report the impact of the initiative. The Chief Service Officer will communicate regularly with the Chula Vista Elementary School District, OASIS Tutoring and with staff of the Cities of Service coalition in regular conference calls. Grant funding will be used by the end of the 2012-2013 school year. DECISION MAKER CONFLICT Staff reviewed the decision contemplated by this action and determined that it is not site specific and consequently, the 500-foot rule found in California Code of Regulations section 18704.2(a)(1) is not applicable to this decision. CURRENT YEAR FISCAL IMPACT The resolution would result in the appropriation of $40,000 from Be the Change to support the Third Grade Reads program. The fiscal year 2012-13 budget of the Other Grants fund would be amended to reflect this appropriation. ONGOING FISCAL IMPACT There is no ongoing fiscal impact resulting from accepting this grant. This is a one-time appropriation offset by grant revenues.
