ENVIRONMENTAL REVIEW This proposed activity has been reviewed for compliance with the California Environmental Quality Act (CEQA) and it has been determined that the activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines because it will not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the' activity is not subject to CEQA. Thus, no environmental review is necessary. RECOMMENDATION Council adopt the resolution. BOARDS/COMMISSION RECOMMENDATION Not Applicable. 8-1 10/23/2012 Item 8 Page 2 of 3 DISCUSSION A budget in the amount of $637,900 has been established in the Equipment Replacement Fund (fund 392) this fiscal year for vehicle replacement. The current budget only includes the base price of the vehicle and doesn't include costs to make it afully-equipped police vehicle. As a result of city staff reductions in the Public Works Department, the Police Department has used an outside vendor for vehicle outfitting services since 2009. City Resolution Number 2009-234 authorized the Police Department to contract with American Emergency Products for police vehicle outfitting services. American Emergency Products is the only company in San Diego County who provides public safety vehicle equipment installation, and they provide services to all but one local law enforcement agency in the county. Approval of this resolution will continue to authorize the Police Department to contract with American Emergency Products for police vehicle services. Additional appropriations are requested to strip equipment for ten retired patrol vehicles, convert three patrol vehicles for Senior Volunteer Patrol use, retrofit two K9 vehicles with safety systems, and outfit two patrol vehicles recently involved in traffic collisions. These estimated costs reflect immediate police vehicle needs and do not consider unanticipated losses. 8-2 7ll/23/20121tem Page 3 of 3 It is also requested that $35,000 be appropriated from the Equipment Replacement Fund to replace a vehicle utilized by Transit. These are funds that the Equipment Replacement Fund owes Transit. Transit's vehicle will be replaced with a hybrid, which is in accordance with the City's Climate Change Policy. DECISION MAKER CONFLICT Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently the 500-foot rule found in California Code of Regulations section 18704.2(a)(1) is not applicable to this decision. CURRENT YEAR FISCAL IMPACT Approval of this resolution will result in the appropriation of $135,000 to the capital category of the Equipment Replacement Fund. This one-time appropriation is available from the reserve balance of the Equipment Replacement Fund and has no net fiscal impact to the General Fund. ONGOING FISCAL IMPACT Approval of this resolution will authorize the Police Department to use American Emergency Products for vehicle services in subsequent years, and ongoing costs associated with vehicle outfitting services will be included in the budget review process. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby appropriate $135,000 to the capital category Equipment .Replacement Fund and authorize the Police Department to contract with American Emergency Products for police vehicle outfitting services.
