HomeMy WebLinkAboutReso 1966-4096V RESOLUTION N0. 4096 .RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ESTABLISHING A POLICY FOR THE REIMBURSEMENT OF TUITION CO5TS TO EMPLOYEES TAKING APPROVED TECHNICAL AND PROFESSIONAL COURSES The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the Civil Service Commission has heretofore studied the feasibility of establishing a policy to allow for tuition refund to employees taking technical and professional courses in order to encourage employees of the City of Chula Vista to increase their knowledge, job potential and production, and WHEREAS, the Civil Service Commission, as a result of their investigations, recommends the adoption of the following policy and procedures to establish such a tuition refund program: TUITION REFUND PROGRAM 1. Training Advisory Committee. There is hereby established a Training Advisory Committee, to be selecteo and appointed by the Chief Administrative Officer, which Committee shall be responsible for the administration of the Tuition Refund Program of the City of Chula Vista. 2. Tuition Refund. Any probationary or permanent status officer or employee of the City of Chula Vista may be reimbursed, ,from the General Fund of the City, for tuition for professional and technical courses provided that enrollment by the officer or employee in such courses has received the prior approval of his department head and of the Training Advisory Committee. Tuition actually paid will be refunded for such courses taken in accredited educational institutions provided that: a. The subject matter of the course directly relates to a function of the City and directly contributes to the performance by the officer or employee of the duties and powers of his City position. b. The officer or employee satisfies the necessary prerequisites for enrollment in the course. -1- c. The application for tuition refund is approved by his department head prior to the enrollment by the officer or employee in the course. The application must also be approved by the Training Advisory Committee in advance of said enrollment, but where such prior approval cannot practically be obtained, approval can be granted by the Committee subsequent to such enrollment. d. The applicant for tuition refund is not receiving or will not receive tuition payments or refunds from any other governmental agency or from any private source for the course or courses for which reimbursement is requested :from the City. e. Before requesting reimbursement, the officer or employee shall furnish evidence satisfactory to the Secretary of the Training Advisory Committee that he has completed the course with a grade of "C" or better, or, if no grade is given, that he has satisfactorily completed the course. f. Maximum reimbursement for any course or courses shall be $100 per individual per fiscal year and no reimbursement will be made for any course or courses aggregating in excess of six units in any one semester, except for correspondence courses which shall not be subject to either of the foregoing limitations. g. To receive reimbursement, the officer or employee shall secure the approval of his department head on a Tuition Refund Form, obtainable from the Secretary of the Training Advisory Committee, and shall file said form with said Secretary for action, upon completion of the course furnish the Secretary with receipts showing tuition payment and grade received, and file claim for reimbursement on said form through the Secretary. h. The Training Advisory Committee shall set out such admin- istrative policies, with the approval of the Chief Administrative Officer, as may be needed to properly handle the provisions of the Tuition Refund Program. ~-yo96 NOW, THEREFORE, BE IT RESOLVED that based upon the recommend- ations of the Civil Service Commission, .the City Council of the City of Chula Vista does hereby approve the Tuition Refund Program herein- above set forth, and that said program is hereby established. BE IT FURTHER RESOLVED that the Chief Administrative Officer be, and he is hereby authorized and directed to appoint members of the administrative staff of the City to serve on the Training Advisory Committee.
