RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
OPPO5IIQG PROPOSED CONSTITUTIONAL INITIATIVE TO LEGALIZE THE
MANUFACTUP.E, SALE, PURCHASE, POSSESSION Ai~ID TRANSPORTATION
OF MARIJUANA
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, a group called °'The Anonymous Committee for the
Abolition of the Prohibition against Marijuana°° is attempting, by
initiative, to amend the Constitution of the State of California to
legalize the manufacture, sale, purchase, possession and transportation
of marijuana within said State; and
WY:EREAS, it is a matter of common knowledge that the use of
marijuana does not in any way benefit the individual user or society
as a whole, and in many instances will tend to create non-productive
citizens having no respect for law and order, and a great many users
inevitably use other forms of narcotics, such as heroin, and the
legalizing of marijuana would not in any way benefit society as a
whole, and
WHEREAS, such action would result in millions of dollars of
additional cast to the public in the way of police investigation, pro-
secution, and incarceration of persons who commit violent and vicious
crimes under the influence of marijuana and other narcotics, and
WrIEREAS, The use of such drugs destroys the willpower,
inhibitions and restraint of users, and it is well established that
the use of narcotics leads to loss of moral control and to criminal
behavior as well as physical and mental collapse, and
WHEREAS, the legalizing of marijuana would serve only to
compound what is now one of -the most serious and complex problems
facing the State of California, and would create a clear and present
danger to the health, safety and welfare of all our citizens, ,and
Wi-iEREAS, the proposal is ill-considered and unrealistic and
could benefit only those who are engaged in the traffic of narcotics,
and the refusal of the group sponsoring this petition to identify them-
selves constitutes an abuse of -the initiative process.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Chula Vista that said Council strongly opposes the proposed
constitutional amendment sponsored by the so-called °°Anonymous Committee
for the Abolition of the Prohibition against Marijuana'° and urges all
of the citizens within this community to oppose the measure if the same
s:nould qualify to appear on the ballot.
