WHEREAS, the Development Services Director previously reviewed the proposed project
consisting of the procurement of grant funds for the construction of a multi-use recreational trail
bridge within a developed city park for compliance with the California Environmental Quality
Act (CEQA) and determined that this project qualifies for a Class 3 categorical exemption
pursuant to Section 15303 [New Construction or Conversion of Small Structures] of the State
CEQA Guidelines, because the proposed multi-use recreational trail bridge consists of
a small structure to be constructed within an existing public park. Thus, no further
environmental review is necessary.
