RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA ACCEPTING $73,000 GRANT FUNDS FROM
THE COUNTY OF SAN DIEGO NEIGHBORHOOD
REINVESTMENT PROGRAM FOR A CENTENNIAL
GREENBELT SIGNAGE PROGRAM AND APPROPRIATING
SAID FUNDS INTO THE OTHER GRANTS FUND
WHEREAS, the County Neighborhood Reinvestment Program provides grant funds to
County departments, public agencies, and to non-profit community organizations for one-time
community, social, environmental, educational, cultural or recreational needs; and
WHEREAS, on May 22, 2012, the City Council approved an application for grant funds
from the County of San Diego Neighborhood Reinvestment Program for a Centennial Greenbelt
Signage Program; and
WHEREAS, on June 19, 2012, the County Board of Supervisors considered and
approved said grant application; and
WHEREAS, the proposed work under the grant encompasses final design, production,
and installation of approximately 75 trail marker signs that will be placed along 21 miles of
multi-use trails within the Greenbelt, design and production of approximately 3,000 pocket size
maps and staff costs to administer the grant; and
WHEREAS, trail users will benefit from a consistent, unique trail marker program and
corresponding pocket maps that guide the trail user along these 21 miles of trails; and
WHEREAS, pursuant to prior Council authorization, the Assistant City Manager/
Development Services Director signed the grant agreement with the County of San Diego Office
of Financial Planning (OFP) to carry out the project within one year of the grant award; and
WHEREAS, the Development Services Director previously reviewed the proposed
project for compliance with the California Environmental Quality Act (CEQA) and determined
that the project (installation of trail markers in the existing Greenbelt Trails) qualifies for a Class
1 categorical exemption pursuant to Section 15301 (c) (Existing Facilities) of the State CEQA
Guidelines because the trails are existing facilities and the Project calls for no expansion of use
of the trail system. Thus, no further environmental review is required.
NOW, THEREFORE, BE 1T RESOLVED that the City Council does hereby authorize
acceptance of the $73,000 grant funds and approves the appropriation of said grant funds into the
Other Grants Fund ($54,860 to the Supplies and Services expense category and $18,140 to the
Other Expenses category) to be fully offset by grant revenue.
