(General Engineering Contractor License No. 259145) for the repair of failed storm drain facilities located at "F" Street east of Woodlawn Avenue. The repair was completed on June 12, 2012. Au Informational Item was submitted on March 20, 2012 (Attachment 1) indicating that staff would report back to City Council after the full cost of the emergency repair project was identified. This report presents the total expenditures for the repair. The proposed action would amend the FY11/12 CIP budget and establish new CIP Project "Emergency Storm Drain Repairs At 'F' Street East of Woodlawn Ave" (DR192); accept the final report of expenditures for the emergency storm drain repairs at `F' Street East of Woodlawn Avenue (CIP No. DR192); reduce the DR180 CIP budget by $235,000 and appropriate the equivalent amount to DR192; make a finding that an emergency existed and ratify the contract with Arrieta Construction, hic. for said emergency repair work. 7-1 9/25/12, Item ~% Page 2 of 3 ENVIRONMENTAL REVIEW The Development Services Director has reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA) and has determined that the project falls under the statutory exemption pursuant for Emergency Projects in accordance with Section 15269(b) and (c) of the State CEQA Guidelines because the proposal consists of emergency repair actions to public storm drain facilities to prevent or mitigate an imminent threat to life and property. Thus, no further environmental review is required. RECOMMENDATION Council adopt the resolution. BOARDS/COMMISSION RECOMMENDATION Not applicable. DISCUSSION Severely deteriorated and failed meta] pipe arch ("CMPA") and round metal pipe ("CMP") were discovered within the store drain system on 'P' Street approximately 250 feet east of Woodlawn Avenue and west of Broadway, and had already failed or were in imminent danger of failure, based upon closed circuit television (CCTV) inspection performed by City crews on January 31, 2012, and February 2, 2012. Due to imminent threat to public safety and public and private property, the Director of Public Works and the City Manager agreed with the recommendation of staff on the necessity to proceed with the repairs under emergency provisions. In accordance with Citv Charter Section 1009 and based upon the urgent necessity for the preservation of life, health and property, City staff solicited three informal .bids and contracted the services of the low bidder, Arrieta Conshuction, Inc. to repair said storm drain facilities. The stone drain rehabilitation included, but was not limited to: (1) removing 60 feet of existing triple 22"x13" CMPA, 65 feet of existnlg 31"x50"CMPA, 130 feet of existing 36"x22" CMPA, and ]34 feet existing of 31"x50" CMPA and replacing with 30" diameter HDPE plastic pipes; (2) removing 60 feet of existing h~iple 12" CMP and replacing with a 30" HDPE pipe; and (3) removing existing 36" CMP and replacing with 36" HDPE pipe. Construction work included the removal of existing railroad tracks in the trench areas, new pipes, new storm drain structures, and restoration of existing improvements. The approval of the resolution would: (1) amend the FYl1/12 CIP budget and establish new CIP Project "Emergency Storm Drain Repairs at 'F' Sh~eetEast of Woodlawn Ave" (DR192); (2) accept die final report of expenditures for the emergency storm drain repairs at `F' Street East of Woodlawn Avenue (CIP No. DR192); (3) reduce the DR180 CIP budget by $235,000 and appropriate the equivalent an7ount to DR192; (4) make a finding that an emergency existed, and (5) ratify the Contract with Arrieta Construction, Inc. for said emergency repair work. A breakdown of the total costs is provided under "Current Year Fiscal Impact". The final amount paid to the Contractor is higher than the base bid amount submitted by the contractor due to an approved increase in line item quantities during the course of construction. 7-2 9/25/12, Item ~ Page 3 of 3 Contractor Selection Process Staff prepared and solicited three informal bids from qualified contractors that had previously worked for the City. On April 18, 2012, the City received three proposals. The Contractors were ranked as follows: Contractor Pro osal Amount Contractor Rankin Arrieta Construction, Inc. $155,394 First Ne otiation Preference TC Construction, Inc. $169.005 Second Ne otiation Preference Cass Construction, Inc. $457,488 Third Ne otiation Preference DECISION MAKER CONFLICT Staff has reviewed the property holdings of the City Council and has found no property holdings within 500 feet of the property, which are the subject action. CURRENT YEAR FISCAL IMPACT There is no direct or dedicated funding source for the maintenance and repair of stone drain facilities. This Project used an estimated total of $235,000 from CIP Project No. DR180, Emergency Storm Drain Replacement at Various Locations allocated in the CIP FY 11/12 (Transnet Funds). Hopkins, Director of Public Works PROM: Iracsema Quilantan, Assistant Director o'Enp Kirk Ammerman, Principal Civil Engineer SUB7ECT: Emergency Storm Drain Repairs at "F" Street East of Woodlawn Avenue (CIP No. DR192) Due to heightened awazeness of significant comrgated metal pipe (CMP) failures throughout San Diego County in 2004 and 2005, on Mazch 22, 2005, the City contracted with Hirsch & Company Consulting Engineers to evaluate the existirg condition of the approximately 88,000 lineal feet of corrugated metal pipe (CMP) storm drain within the city limits. In November 2005, Hirsch & Company delivered a prioritized CMP repair report listing all inspected CMPs, with the associated recommended priorities and recommended timing for the rehabilitation of each pipe segment. Due to the conditions of the inspected pipes and the projected rates of deterioration of these pipes, the consultant recommended that all pipes be replaced or structurally lined within one to five years of the report's submittal. The November 2005 Hirsch report prioritized all CMP repair work as follows: Priori Time Re air Needed (Yeaz) Lineal Feet of CbfP 1 Trnmediatel 2005) 2,282 R 2 Within one ear 200 21,85$ ft 3 Within three ears 2005 9,698 fr 4 Within five ears (2010) 2.437 fr Much of the approximately 2,282 lineal feet of existing CMP identified as "Priority 1" has been rehabilitated, largely due to funding provided to the City through the Federal Department of Housing and Urban Development. However, very little of the CMP under Priorities 2; 3 and 4, totaling approximately 33,993 lineal feet, has been addressed due to budget constraints and the lack of dedicated funding for CMP rehabilitation and drainage projects. As a result, CMPs in Priorities 2, 3, and 4 aze currently rehabilitated on an emergency basis only as failures occur, which is costly and inefficient compazed with performing rehabilitation on a prescribed priority schedule. Further, without a dedicated funding source to rehabilitate these pipes and with the passage of time, the rates of CMP deterioration and failure will continue to increase into the foreseeable future. 7-4 Jim Sandoval, City Manager Mazch 20, 2012 Page 2 Severely deteriorated metal pipe azch {"CMPA") and round metal pipe ("CIviP") have been discovered within the storm drain system on "F" Street approximately 250' East of Woodlawn Avenue and west of Broadway, and have already failed or aze in imminent danger of failure, based upon closed circuit television (CCTV) inspection performed by City crews on January 31, 2012 aad February 02, 2012. Because failure has already occurred within the system, immediate action is required to avoid damage to City and private infrastructure. This stoma drain system was constructed in 1971 and has now reached or exceeded its practical service life. Public Works Operations repaired one pipe segment (Feature ID 4191 36") on the south side of the road in addition to some patchwork on a CIvII' or two to the east The system is very shallow and has other potential areas that could fail. Public Works Operations staff has taken precautionary measures where deemed necessary to provide protection and safety in the interim until permanent repairs be implemented. Because of the advanced deterioration of this portion of the storm drain system, staff recommends that rehabilitatioa be performed immediately, on an emergency basis, due to imminent threat to public safety and public and private property. Further, because of contractor mobilization costs and the advanced age of the CMP storm drain system in this azea, staff proposes to rehabilitate the entire system at this time at a total estimated cost of $350,000. Said storm drain rehabilitation includes,~but is not limited to: (1) removing 60 feet. of existing Triple 22'x13" CMPA, 65 feet of existing 31"x50"CMPA, 130 feet of existing 36"x22" CMPA, and 134 feet of existing 31"x50" CMPA and with replacing with 30" diameter I~PE plastic pipe; (2) removing 60 feet of existing Triple 12" CMP and replacing with a 30" HI)PE pipe; and, (3) removing existing 36" CMP and replacing with 36" HDPE pipe. Construction work will include the removal of existing railroad tracks in the proposed trench aeeas in order to install the new pipes, new storm drain structures, and restoration of existing improvements. With your concurrence, staff will solicit three informal bids from ar least three qualified contractors and perform this storm drain rehabilitation worlt on an emergency basis in accordance with provisions in Section 1009 of the City Charter in order to assure the protection of the public and of public and private property. An emergency contract will let out to the low bidder out of the three solicited contractors. The design work is currently underway. FLSCAL IlV~PACT There aze no duect or dedicated funding sources for the maintenance and repair of storm drain facilities. This Project will use an estimated total of $350,000 from CIP Project No. DR180, "Emergency Storm Drain Replacement at Various Locations allocated in the ClP FY ll/I2 (Transnet Funds). An Informational Item was submitted on March 20, 2012 with the plan to report back to City Council after the full cost of the project was identified; and WHEREAS, after the project was completed, the final costs were identified in the amount of $ 235,000. NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Chula Vista does hereby amend the Fiscal Year 2011/2012 CIP budget and establish a new Capital Improvement Project "Emergency Storm Drain Repairs at 'F' Street East of Woodlawn Avenue" (DR192); accept the final report of expenditures for the emergency storm drain repairs at `F' Street East of Woodlawn Avenue (CIP No. DR192); reduce the DR180 CIP budget by $235,000 and appropriate the equivalent amount to DR192; make a finding that an emergency existed and ratify the contract with Ameta Construction, Inc. for said emergency repair work . 7-9 Resolution No. Page 2 Presented by Richard A.
