Since July 2012, we have seen an increase of 10% in intake of dogs. This position will help us to maintain our current levels of service. The estimated cost for this position in the current year is $38,700 and will be offset by unanticipated revenues. ENVIRONMENTAL REVIEW The Development Services Director has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a "Project" as defined under Section 15378(b)(2) of the State CEQA Guidelines because it is a personnel related action; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary. RECOMMENDATION Council adopt the resolution. BOARDS/COMMISSION RECOMMENDATION Not applicable. DISCUSSION Due to the economic decline staff has seen an increase of family pets being turned-in as strays to the Chula Vista Animal Care Facility (CVACF) due to their inability to support and care for their 3-1 SEPTEMBER 25, 20]2, Item Page 2 of 2 animals. At the same time, the City is mandated by State Law to maintain or provide for the maintenance of a shelter facility for lost and unwanted animals and a rabies control program. Since July 2012, staff has seen an increase of 10% in intake of dogs. In order to maintain our current service levels and not fall behind it is necessary to increase our number of FTE ACA's from 6 to 7. The CVACF takes in on average 600 animals a month and over 2,500 calls either to dispatch or the main facility. By adding one additional FTE ACA, the CVACF will be able to staff dispatch on a full time basis. DECISION MAKER CONFLICT Staff has reviewed the property holdings of the City Council and has found no property holdings within 500 feet of the boundaries of the property which is the subject of this action. CURRENT YEAR FISCAL IMPACT The estimated cost of the Animal Care Assistant is $38,700 for the current fiscal year. The department has identified sufficient unanticipated revenue to fully offset the cost of this position in the current fiscal year. Earlier this fiscal year, the City Council approved updated contracts with the cities of National City, Imperial Beach, and Lemon Grove for the provision of animal control and/or kenneling services. The final contracts will generate approximately $27,000 in new revenues. The department has received donation revenues sufficient to cover the remaining costs of this position. ONGOING FISCAL IMPACT The annualized cost of this position is approximately $59,950. The department has identified approximately $42,000 in revenue to offset the fiscal year 2014 costs, leaving an estimated impact to the General Fund of approximately $17,950. The department will work towards identifying cost savings or new revenues to help mitigate the ongoing fiscal impact to the General Fund. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista, that it approve adding one Animal Care Assistant to the Animal Care Facility based on unanticipated revenues and appropriating $38,686 to the Fiscal Year 2012/13 Animal Care Facility Personnel Services budget.
