HomeMy WebLinkAboutReso 2001-388 RESOLUTION NO. 2001-388 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ACCEPTING BIDS AND AWARDING CONTRACT FOR THE CONSTRUCTION OF SIDEWALK RAMPS ON VARIOUS STREETS IN THE CITY OF CHULA VISTA FOR FISCAL YEAR 2001/2002 (PROJECT STL-276) WHEREAS, on October 17, 2001, the Director of Public Works received the following four sealed bids for the "Construction of Sidewalk Ramps on Various Streets in the City of Chula Vista, CA Fiscal Year 2001/2002 (STL-276)" Project: Contractor Bid Amount 1. Portillo Concrete, Inc., Chula Vista, CA $37,300.00 2. J.M. Scibilia, Inc., Escondido, CA $37,946.00 3. MJC Construction, Inc., Chula Vista, CA $39,100.00 4. Tri-Group Construction Inc., Poway, CA $39,860.00 WHEREAS, the low bid by Portillo Concrete Inc., is above the Engineer's estimate of $34,100.00 by $3,200.00 or approximately 10%; and WHEREAS, staff's bid estimate was based on average prices for similar type of work completed during the last three years and based on the low bid, thirty-four (34) sidewalk ramps will be constructed; and WHEREAS, the contract documents allow the City to decrease or increase the unit quantity for the construction of additional sidewalk ramps without a change in the contract unit price bid by the contractor; and WHEREAS, the bid documents set forth participation requirements per Federal Regulation for meeting the disadvantaged and women-owned business goals and staff has reviewed the bid documents submitted by the three lowest bidders and concluded that DBE review is not required since the lowest bidder, Portillo Concrete Inc., did not list any subcontractors for the project; and WHEREAS, the low bidder has satisfactorily met all the requirements and staff, therefore, recommends awarding the contract to Portillo Concrete Inc.; and WHEREAS, the Environmental Review Coordinator has reviewed the work involved in this project and has determined that the project is exempt under Section 15301 Class 1 (c) (Existing Facilities) of the California Environmental Quality Act (Minor Alterations of Existing Public Improvements or Public Structures). NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula Vista does hereby accept bids and award a contract for the "Construction of Sidewalk Ramps on Various Streets in the City of Chula Vista, CA Fiscal Year 2001/2002 (STL-276)" Project to Portillo Concrete Inc. of Chula Vista, in the amount of $37,300.00. Resolution 2001-388 - Page 2 BE IT FURTHER RESOLVED that the Mayor of the City of Chula Vista is hereby authorized and directed to execute said contract for and on behalf of the City of Chula Vista.
