SUMMARY
The California Office of Traffic Safety has awarded $168,000 to the Police Department
for the Sobriety Checkpoint Program. The goal of the Sobriety Checkpoint Program is to
reduce the number of victims killed and injured in alcohol-involved crashes.
ENVIRONMENTAL REVIEW
This proposed activity has been reviewed for compliance with the California
Environmental Quality Act (CEQA) and it has been determined that the activity is not a
"Project" as defined under Section 15378 of the State CEQA Guidelines because it will
not result in a physical change in the environment; therefore, pursuant to Section
15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no
environmental review is necessary.
RECOMMENDATION
Council adopt the resolution.

DISCUSSION
The California Office of Traffic Safety's (OTS) mission is to obtain and effectively
administer traffic safety grant funds to reduce deaths, injuries and economic losses
resulting from traffic related collisions. The Police Depaztment has been awazded
various OTS grants, including the Serious Traffic Offenders Program (STOP),

Comprehensive Traffic Safety Program, DUI Enforcement Program, and Selective
Traffic Enforcement Program (STEP), which all enhanced the Traffic Unit by funding
new positions. Additionally, OTS administers mini-grants such as the Sobriety
Checkpoint Program and Click It or Ticket, which fund traffic enforcement operations on
an overtime basis.
The Police Department has received funding in the amount of $168,000 from the
California Office of Traffic Safety for the Sobriety Checkpoint Program. The goal of this
program is to reduce the number of victims killed and injured in alcohol-involved
crashes. The Department has been approved to conduct a total of 18 sobriety checkpoints
during the period of October 1, 2012 to September 30, 2013. The grant period
encompasses two national mobilization periods. The Winter Holiday mobilization runs
from December 14, 2012 to January 1, 2013, and the Labor Day mobilization runs from
August 16, 2013 to September 2, 2013. A minimum of four checkpoints will be
conducted during each of these two mobilization periods and ten checkpoints can be
conducted outside of the mobilization periods. Each sobriety checkpoint will be
compensated on an overtime basis only. Additionally, OTS has approved $6,000 to
purchase checkpoint supplies.
DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is
not site specific and consequently the 500-foot rule found in California Code of
Regulations section 18704.2(a)(1) is not applicable to this decision.
CURRENT YEAR FISCAL IMPACT
Approval of this resolution will result in the acceptance of $168,000 of grant funding
from the California Office of Traffic Safety. Because the grant period crosses between
two fiscal years, $127,500 will be appropriated to the fiscal year 2012/2013 budget of the
Police Grant Fund and $40,500 will be included in the proposed fiscal year 2013/2014
budget. For the current fiscal year, $121,500 will be appropriated to the personnel
category and $6,000 will be appropriated to the supplies and services category. The
funding from the California Office of Traffic Safety will completely offset the costs
incurred for the Sobriety Checkpoint Program, resulting in no net fiscal impact.
ONGOING FISCAL IMPACT
There is no ongoing fiscal impact for accepting these grant funds.

WHEREAS, the California Office of Traffic Safety has awazded $168,000 to the Chula
Vista Police Department for the Sobriety Checkpoint Program; and
WHEREAS, the goal of the Sobriety Checkpoint Program is to reduce the number of
victims killed and injured in alcohol-involved crashes; and
WHEREAS, the Chula Vista Police Department has been approved to conduct 18
sobriety checkpoints during the period of October 1, 2012, to September 30, 2013; and
WHEREAS, each sobriety checkpoint will be compensated on an overtime basis only;
and
WHEREAS, the California Office of Traffic Safety has approved $6,000 to purchase
checkpoint supplies; and
WHEREAS, the grant funds from the California Office of Traffic Safety will offset the
costs of conducting the sobriety checkpoints.
NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula Vista
does hereby accept $168,000 from the California Office of Traffic Safety and appropriate
$121,500 to the personnel services category and $6,000 to the supplies and services category of
the fiscal year 2012/2013 Police Grant Fund for the Sobriety Checkpoint Program.
