The donation was presented to the Fire Department to support community risk reduction programs and the annual fire department open house. ENVIRONMENTAL REVIEW This proposed activity has been reviewed for compliance with the California Environmental Quality Act (CEQA) and it has been determined that the activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines because it will not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is necessary. RECOMMENDATION Council adopt the resolution. BOARDS/COMMISSION RECOMMENDATION Not Applicable. DISCUSSION One of the responsibilities of the Fire Department, via the Fire Prevention Division, is to deliver fire prevention and safety education, training and awareness throughout the community. To help meet this responsibility, a $1,000 donation recently received from the Walmart Foundation, will be used to promote and deliver education on child safety. 2-1 SEPTMEBER 18, 2012, Item 2 Page 2 of 2 Specifically, the Fire Deparment will purchase packages from Safety Child ID, which includes the following: Immediate Response Cards, Student Safe Cards, and child IDs. DECISION MAKER CONFLICT Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently the 500-foot rule found in California Code of Regulations section 18704.2(a)(1) is not applicable to this decision. CURRENT YEAR FISCAL IMPACT Approval of this resolution will result in a one-time appropriation of $1,000 to the specialized services category of the Fire Department. The donation from the Walmart Foundation will completely offset these costs, resulting in no net impact to the General Fund. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ACCEPTING A $1,000 DONATION FROM THE WALMART FOUNDATION AND APPROPRIATING SAID FUNDS TO THE FISCAL YEAR 2012/2013 BUDGET OF THE FIRE DEPARTMENT WHEREAS, the Fire Prevention Division is responsible for delivering fire prevention and safety education, training and awareness throughout the community; and WHEREAS, the Fire Department recently received a donation in the amount of $1,000 from the Walmart Foundation; and WHEREAS, the donation was presented to the Fire Department to support community risk reduction programs and the annual fire department open house; and WHEREAS, the donation will be used to promote and deliver education on child safety; and WHEREAS, the Fire Department will purchase and provide families with packages from Safety Child ID, which includes the following: Immediate Response Cards, Student Safe Cards, and Child IDs, all in an effort to keep kids safe. NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula Vista does hereby accept the $1,000 donation from the Walmart Foundation and appropriate said funds to the fiscal year 2012/2013 specialized services budget of the Fire Department.
