SS ASSISTANT CITY MANAGER~~ 4/STHS VOTE: YES ~X NO SUMMARY The Chula Vista Public Library received aone-6me grant award from the Target Corporation in the amount of $2,000. The purpose of the award is to support youth literacy services in a library setting at both Civic Center and South Chula Vista library branches. ENVIRONMENTAL REVIEW The Director of Development Services has reviewed the proposed activity, Appropriating Grant Revenue for support of the Library's Literacy Services, for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines because the activity is appropriating funds for educational reimbursement only, therefore, pursuant to Section 15060 (c)(3) of the State CEQA Guidelines the activity is not subject to CEQA. RECOMMENDATION Council adopts the resolution BOARDS/COMMISSION RECOMMENDATION Not applicable 6-1 Item_~ Page 2 of 2 DISCUSSION The purpose of the grant from the Target Corporation for library literacy services is to support youth literacy programming in a library setting. Chula Vista Librazy applied to Target Corporation for grant funding for the second time in Mazch, 2012 and the application was awarded. The literacy program outlined in the application will provide literacy tutoring to children 7-8 yeazs old, in cooperation with the Chula Vista Elementary School District. The program will be based on the library's successful Library Educational After-school Program (LEAP) and promote fluency, comprehension, and motivation. Students attending will receive pre and post tutoring assessments and one or two tutoring sessions a week held in the South and Civic Center library branches. The librazy hopes to reach economically disadvantaged students unable to access tutoring at school. The tutoring program will take place early 2013. The grant will support the provision of literacy tutors and literacy materials. Prior to receiving a grant from the Tazget Corporation last year, LEAP had been canceled due to limited funding. DECISION MAKER CONFLICT Staff has reviewed the decision contemplated by this action and has deterrnined that it is not site specific and consequently the 500 foot rule found in California Code of Regulations section 18704.2 (a)(1) is not applicable to this decision. CURRENT YEAR FISCAL IMPACT Approval of this resolution will result in a one-time appropriation of $2,000.00 to the Library Department budget. $1,800 will used for hourly wages and $200 will be used for related supplies. The Target Corporation is the source of funding; therefore, there is no fiscal impact to the City. ONGOING FISCAL IMPACT There is no ongoing fiscal impact for accepting these grant funds. ATTACHMENTS Not applicable Prepared by: Stephanie Loney, Principal Librarian 6-2 RESOLUTION NO.2012- RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ACCEPTING A GRANT OF $2,000 FROM THE TARGET CORPORATION FOR LITERACY PROGRAMMING AT CHULA VISTA PUBLIC LIBRARY AND AMENDING THE FISCAL YEAR 2012-13 LIBRARY BUDGET TO REFLECT THE APPROPRIATION OF THESE GRANT FUNDS WHEREAS, the Chula Vista Public Library received cone-time grant award from the Target Corporation in the amount of $2,000.00 for fiscal year 2012-13 to support a literacy program entitled Library Educational Afterschool Program (LEAP); and WHEREAS, this grant will allow the Chula Vista Public Library to fund the literacy program to enhance reading skills in the areas of fluency, comprehension and motivation; and WHEREAS, this grant will allow the Chula Vista Public Library to provide the program to students aged 7-8 years; and WHEREAS, this grant will provide the program at both the Civic Center and South Chula Vista libraries; and WHEREAS, this grant will provide pre and post tutoring assessments, one to two tutoring sessions a week, as well as literacy tutors and materials. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista accepts a grant of $2,000 from the Tazget Corporation for Literacy Programming at the Chula Vista Public Library and amends the fiscal year 2012-13 Library budget to reflect the appropriation of these grant funds to the personnel services category ($1,800) and supplies and services expense category ($200).
