SUMMARY
The City of Chula Vista has been competing against other local governments in the statewide Cool
California Challenge. The yearlong Challenge is designed to recognize communities for their
sustainability accomplishments and to ultimately designate the "Coolest California City." In July,
Chula Vista qualified for the competition's final round and was awarded $5,000 in prize funds.
Staff is requesfing that the $5,000 be appropriated to the Public Works -Conservation and
Environmental Services Section budget to support continued implementation of a variety of
community energy and water conservation initiatives.
ENVIRONMENTAL REVIEW
The Development Services Director has reviewed the proposed activity for compliance with the
California Environmental Quality Act (CEQA) and has determined that the proposed action(s)
qualifies for a Class 8 categorical exemption pursuant to Section 15308 [Actions by Regulatory
Agencies for Protection of the Environment] of the State CEQA Guidelines because the energy
and water savings resulting from the environmental initiatives will contribute to reducing Chula
Vista's greenhouse gas or "carbon" emissions, thus improving air quality. Therefore, no further
CEQA environmental review is required.

Council adopt the resolution.

DISCUSSION
In March 2012, Chula Vista enrolled in a new statewide competition -known as the Cool
California Challenge -sponsored by the California Air Resources Board and the University of
California Berkeley. The pilot program is designed to recognize communities for their
sustainability accomplishments. In addition to Chula Vista, nine other cities are participating in
the Challenge including Citrus Heights, Davis, Gonzales, Pittsburg, Pleasanton, Sacramento,
Santa Cruz, San Jose, and Tracy. Each community earns points when its residents and
businesses sign-up through the Cool California web portal (www.coolealifornia.org/community-
challenge) and successfully implement sustainable practices such as reducing their energy use or
using alternative commute options.
Staff has been actively recruiting community members to help earn Chula Vista points. As a
result, the City has successfully qualified for the final competition round and has been awazded
$5,000 in prize funds. The requested budget amendment would appropriate the $5,000 in
unanticipated revenue from the Cool California Challenge to the Public Works -Conservation
and Environmental Services Section budget. The appropriated funds would support a variety of
community energy and water conservation initiatives that would help Chula Vista earn additional
competition points. The community with the most points at the end of the yearlong competition
will be designated the "Coolest California City" and will receive over $100,000 in prize funds.
Other finalist cities include Davis, Sacramento, and Tracy.
DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is not site
specific and consequently, the 500-foot rule found in California Code of Regulations section
18704.2(a)(1) is not applicable to this decision.
CURRENT YEAR FISCAL IMPACT
The $5,000 appropriation has no net-impact to the General Fund, because these one-time
revenues will offset the one-time expenditures.
ONGOING FISCAL IMPACT
The $5,000 appropriation to the General Fund is a one-time activity, so there are no ongoing
fiscal impacts associated with the budget amendment.

WHEREAS, the City of Chula Vista has been competing against other local
governments in the statewide Cool California Challenge, sponsored by the California Air
Resources Board and the University of California Berkeley; and
WHEREAS, the yearlong Challenge is designed to recognize communities for their
sustainability accomplishments and to ultimately designate the "Coolest California City;"
and
WHEREAS, the City has successfully qualified for the final competition round -
along with the cities of Sacramento, Davis, and Tracy -and has been awarded $5,000 in
prize funds; and
WHEREAS, the requested budget amendment would appropriate the $5,000 in
unanticipated revenue from Cool California Challenge to the Public Works -Conservation
and Environmental Services section budget; and
WHEREAS, the appropriated funds would support a variety of community energy
and water conservation initiatives that would help Chula Vista earn additional competition
points.
NOW, THEREFORE, the City Council of the City of Chula Vista does hereby
amend the Fiscal Year 2013 budget to appropriate $5,000 in Cool California Challenge
prize funds to the Supplies and Services category of the Conservation and Environmental
Services section budget of the Public Works Department.
