SUBMITTED BY: ASSISTANC~~~~I~~,MA~GE~DEVE PMENT SERVICES DIRECT =='~s~///~~''' DIRECTOR OF PUBLIC WORKS REVIEWED BY: CITY MANAGER GjT ~` ~ ASSISTANT CITY MANAGER ~jT 4/STHS VOTE: YES ^X NO SUMMARY On May 22, 2012, the City Council approved an application for grant fiznds from the County of San Diego Neighborhood Reinvestment Program for a Centennial Greenbelt Signage Program and for the construction of a multi-use recreational trail bridge in Bonita and authorized the Assistant City Manager/Development Services Director as agent to conduct all business matters for the completion of the grant projects. On June 19"', 2012 the grant applications were considered and approved by the County Board of Supervisors. This item accepts the grant funds and appropriates the funds into Other Grants Fund. 3-1 SEPTEMBER 11, 2012, Item 3 Page 2 of 4 ENVIRONMENTAL REVIEW The Development Services Director previously reviewed the proposed project consisting of the Centennial Greenbelt Signage Program for compliance with the California Environmental Quality Act (CEQA) and determined that this project qualifies for a Class I categorical exemption pursuant to Section 15301(c) Existing Facilities because the trails are existing facilities and this project calls for no expansion of the existing trail system. The Development Services Director also previously reviewed the proposed project consisting of the procurement of grant funds for the construction of a multi-use recreational trail bridge within a developed city park for compliance with the California Environmental Quality Act (CEQA) and determined that this project qualifies for a Class 3 categorical exemption pursuant to Section 15303 [New Construction or Conversion of Small Structures] of the State CEQA Guidelines because the proposed multi-use recreational trail bridge consists of a small structure to be constructed within an existing public park. The proposed project will not result in damage to scenic resources, trees, historic building, rock outcroppings or similar resources nor is it near hazardous waste sites nor will it create hazardous substances. Thus, no further environmental review is necessary. RECOMMENDATION That the City Council approve the resolutions. BOARDS/COMMISSION RECOMMENDATION Not Applicable DISCUSSION Background The Neighborhood Reinvestment Program provides grant funds to County departments, public agencies, and to non-profit community organizations for one-time community, social, environmental, educational, cultural, or recreational needs. Public agencies may apply to fund programs and projects that benefit the community and enhance the region's quality of life. The proposed Centennial Greenbelt Signage Program grant application requested $73,000.00 to provide for the production and installation of trail markers along the 21 miles of existing trails within the City's Greenbelt and approximately 3,000 pocket size trail maps. Both the markers and trail maps will allow users to clearly navigate the system of trails as they traverse the Greenbelt. Trails within the remaining'? miles of Greenbelt are still under planning and will be added to the system in the future. In addition, a separate grant application to the County was made under the same grant program requesting $150,000 in construction only funding to build amulti-use trail bridge across an existing drainage channel north of the intersection of Bonita Road and Otay Lakes Road. This bridge will provide a critical link to the multi-use trail that encircles nearly all of the Chula Vista Municipal Golf Course and Rohr Park. Further, the grant application 3-2 SEPTEMBER 11, 2012, Item 3 Page 3 of 4 included a provision that would allow the City to simultaneously bid the construction of all or a portion of awell-defined decomposed granite (DG) trail along the south edge of the golf course parking lot, as an additive alternative bid item, between the new bridge and the terminus of the existing trail (which is approximately 60o feet west of the bridge) should sufficient funds be available upon opening bids for the multi-use bridge. Grant Funds and Project(s) Commencement Pursuant to the City Council's prior authorization, the Assistant City Manager has signed the two associated grant agreements with the County and has received the grant funds for both projects. Through City Council approval of the proposed resolutions, the grant funds will be formally accepted by the City and appropriated accordingly: Staff anticipates commencement of both projects in late September or early October 2012. It is a requirement ofthe grant that the projects be completed within one year of the grant award. DECISION MAKER CONFLICT Staff has reviewed the property holdings of the City Council members and has found no property holdings within 500 feet of the boundaries of the property which is the subject of this action. CURRENT FISCAL YEAR IMPACT Greenbelt Trail Marker Program It is anticipated that all direct project-related costs associated with the Greenbelt Signage Program will be recovered through the Neighborhood Reinvestment Program grant funds. This also includes $12,700.00 of staff time associated with coordinating and overseeing the grant work. The grant award of $73,000 will be appropriated to various expenditure categoric of the Other Grants Fund. Multi-Use Trail Bridge The proposed grant will cover the costs of construction of the Multi-Use Trail Bridge and, funding permitting, all or a portion of the missing trail between the new bridge and the terminus of the existing trail approximately 600 feet to the west. The estimated construction cost for the bridge, including contingencies, is $150,000. Further, it is anticipated that all City staff costs associated with the Multi-Use Trail Bridge's bidding and construction be funded out of the Public Works Department's FY 2012-13 operating budget and be treated as an "in-kind" contribution to the project. It is anticipated that this would result in as much as a $35,000 impact to the General Fund as there would be a potential reduction in Capital Improvement Program reimbursements/revenues. Approval of this resolution will result in the appropriation of $185,000 to CIP PR318 in the other Grants Fund, which will be fully off-set by grant funds. ON-GOING FISCAL IMPACT Greenbelt Trail Marker Program The Neighborhood Reinvestment grant program requires that grant funds be spent within one year of execution of the grant agreement. Staff anticipates that maintenance costs for 3-3 SEPTEMBER 11, 2012, Item 3 Page 4 of 4 the trail markers will be minimal, and can be accomplished without additional staff or materials outside of the normal annual budget process. Several replacements for each trail marker type will be produced as part of this program. Multi-Use Trail Bridse After completion of the multi-use bridge, the average annual maintenance cost is expected to be under $1,000 to be funded out of the Public Works annual budget. ATTACHMENTS 1.) WHEREAS, the County Neighborhood Reinvestment Program provides grant funds to County departments, public agencies, and to non-profit community organizations for one-time community, social, environmental, educational, cultural or recreational needs; and WHEREAS, on May 22, 2012, the City Council approved an application for grant funds from the County of San Diego Neighborhood Reinvestment Program for a Centennial Greenbelt Signage Program; and WHEREAS, on June 19, 2012, the County Board of Supervisors considered and approved said grant application; and WHEREAS, the proposed work under the grant encompasses final design, production, and installation of approximately 75 trail marker signs that will be placed along 21 miles of multi-use trails within the Greenbelt, design and production of approximately 3,000 pocket size maps and staff costs to administer the grant; and WHEREAS, trail users will benefit from a consistent, unique trail marker program and corresponding pocket maps that guides the trail user along these 21 miles of trails; and WHEREAS, pursuant to prior Council authorization, the Assistant City Manager/ Development Services Director signed the grant agreement with the County of San Diego Office of Financial Planning (OFP) to carry out the project within one year of the grant award; and WHEREAS, The Development Services Director previously reviewed the proposed project For compliance with the California Environmental Quality Act (CEQA) and determined that the project (installation of trail markers in the existing Greenbelt Trails) qualifies for a Class 1 categorical exemption pursuant to Section 15301 (c) (Existing Facilities), of the State CEQA Guidelines because the trails are existing facilities and the Project calls for no expansion of use of the trail system. Thus, no further environmental review is required.
