RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
URGING CHANGES IN THE STATE TAXATION STRUCTURE TO EFFECT
A MORE EQUITABLE APPORTIONMENT OF COUNTY AD VALOREM TAXES
BETWEEN CITIZENS OF MUNICIPALITIES AND RESIDENTS OF
UNINCORPORATED COUNTY AREAS
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, at the present time all residents within a parti-
cular county are uniformly assessed for payment of county taxes with-
out regard for the fact that citizens living within incorporated
municipal jurisdictions of the counties must also pay taxes to the
municipal governing body to provide for necessary city services, and
WHEREAS, the municipalities do provide the overwhelming
portion of said services without assistance in any manner from the
county governments, and
WHEREAS, while it is well recognized that county govern-
ments do provide vital and necessary services to all residents of
the counties regardless of their place of domicile, it is nevertheless
true that municipal residents bear an inequitable portion of the
total property tax required to insure the necessary level of govern-
mental services, and
WHEREAS, in certain catagories of service, such as sheriff's
patrols and certain county health services, the municipalities must
pay from the general funds of the cities to avail themselves of these
services, which are granted to residents of unincorporated territories
and paid for from county funds comprised of ad valorem taxes paid in
equal amounts by both city and county residents, and
WHEREAS, it is apparent that although county residents do
not receive as broad a spectrum of services as city residents, pro-
perty owners within the municipalities are subsidizing whatever level
of service is afforded to county residents and are, in fact, making
available more funds for county services by performing required
governmental functions through city agencies which they support, and
WHEREAS, the Legislature of the State of California has been
reapportioned to provide more equal representation for residents of
the urbanized areas, and
WHEREAS, said equalization of representation should now be
matched by an equalization of taxation to eliminate the present situ-
ation which constitutes unequal taxation with representation.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Chula Vista that said Council, on behalf of themselves and
the citizens of the City of Chula Vista, and in the interests of
municipal government throughout the State, does hereby urge the League
of California Cities at their 1966 annual conference to be held in
the City of San Diego, California, to adopt by appropriate resolution
a request to the Legislature of the State of California to undertake
studies of the existing inequitable ad valorem tax structure to pro-
vide a more equitable distribution of said tax burden between the
residents of incorporated metropolitan areas and the unincorporated
areas of the several counties.
BE IT FURTHER RESOLVED that the City Clerk of the City of
Chula Vista be, and he is hereby directed to forward a copy of this
resolution to the Legislative representatives of San Diego County,
and to the Resolutions Committee of the League of California Cities,
meeting in conference on October 16 through 19, 1966, in San Diego,
California.
