RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
ESTABLISHING POLICIES FOR THE SELECTION AND DESIGNATION
OF AN AM3ULANCE COMPANY TO PROVIDE FOR CARE AND TRANSPORTATION
OF PERSONS NEEDING EMERGENCY HANDLING
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the Police Department finds it necessary from
time to time to provide for the care and transportation of accident
victims or persons involved in other emergency situations where
police officers are summoned or notified of such emergency situations,
and
WHEREAS, said victims require the highest and best quality
of medical care and handling that can possibly be obtained on their
behalf by the City of Chula Vista, and therefore it is necessary and
desirable to establish certain operating procedures and safeguards
in order to protect the public interest and the Police Department
in carrying out such operations.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Chula Vista that the following purpose and policies be, and
they are hereby established:
Purpose: It is the intention of the City Council to estab-
lish an equitable and fair means of designating the private ambulance
service which shall act in the capacity of handling police or public
originated emergency calls to be selected from among the eligible
and qualified firms operating in the City of Chula Vista to insure
that such service is prompt, efficient and reasonably priced.
A. Eligibility. Any firm shall become eligible to parti-
cipate in the assignment of emergency ambulance calls by the Police
Department if it has been in operation within the City of Chula Vista
for a period of at least six (6) months prior to the date determined
for selection of the company to perform said service, and if it con-
forms to the rules and requirements established herein. Any deviation
from the requirements of the policy established herein or as passed

by ordinance governing such ambulance service, or failure to provide
reasonable, quick and efficient service may result in the termination
of the contract with such company by the City Council upon recommenda-
tion of the Chief of Police.
B. Selection and Designation of Ambulance Service. Upon
the recommendation of the Chief Administrative Officer and the Chief
of Police of the City of Chula Vista, it is hereby established that
there shall be one (1) ambulance company selected and designated to
provide emergency service at the request of the Police Department
throughout the City of Chula Vista. Said recommendation is based
upon a review of the existing ambulance services and a finding that
one (1) ambulance service would be sufficient to provide the highest
level of service to the public at the present time; said limitation
to one service contributes to efficient administration of the program
of providing ambulance service on an emergency basis, and further
fragmentation of the limited income derived from such services would
tend to reduce the capabilities of the ambulance service to properly
maintain equipment and attendants, and downgrade the level of service
provided to the public, as well as creating a need for subsidies or
guarantees to the ambulance services. A contract for police-originated
ambulance service on an emergency. basis shall be awarded to the bidder
providing the highest and best qualifications for a one-year period
based upon the recommendation of the Chief of Police and the Chief
Administrative Officer after thorough analysis of all factors sub-
mitted in the bid forms as hereinafter delineated.
C. Agreements. The Successful bidder shall enter into an
agreement with the City, which agreement shall contain eligibility
requirements, operating regulations and fee schedules. The City and
the ambulance firm may review and revise the fee schedule by mutual
agreement at any time during the contract period upon finding that
the existing rates are inequitable. The fee schedule shall be avail-
able to interested citizens upon request.
D. Negotiated agreement. In the event that substantially
similar qualifications are submitted in the bids received, or in the

event that no bids are received, an agreement shall be negotiated
by the Chief Administrative Officer and approved by the City Council.
E. In the event that the contract is terminated before
the end of the term for any of the reasons set forth herein or in
the ordinance adopted by the City Council regulating ambulance ser-
vices, the Chief Administrative Officer shall negotiate an agreement
with another ambulance company as prescribed in Subsection D related
to negotiated agreements. Contracts shall not be assigned without
the consent of the City.
F. Eligibility. Any firm shall become eligible to parti-
cipate in the assignment of ambulance calls by the Police Department
if it conforms to the rules and requirements. Any deviation from
the requirements or failure to provide reasonably quick and proficient
service may result in suspension or removal from the eligibility list
by the Chief of Police. Eligibility shall be established in accordance
with Article II, Chapter 31 of the Chula Vista City Code as a require-
ment for obtaining a franchise to operate in the City of Chula Vista,
and applicable provisions of state law as presently existing or as
may be amended establishing minimum standards for private ambulance
operations in the State of California.
G. Bid Contents and Analysis. Any firm meeting the minimum
eligibility requirements may submit a bid to the City of Chula Vista
to participate in police-originated emergency ambulance operations.
The bid shall be in a form as prepared by the Purchasing Agent of
the City of Chula Vista, which form shall contain the following factors
to be completed by the bidder and other information to be provided
by the Police Department, and shall constitute the basis for recom-
mendation by the Chief Administrative Officer:
1. Business Operation.
a. Name of Firm. Indicate whether corporation or
partnership, list all parties having a financial
interest in said ambulance firm, including names
and addresses, number of years business has been
established in the City of Chula Vista, and number
of years that those persons holding financial
interest in said firm have been residents in the
City of Chula Vista.

b. Financial Statement: List in general terms
the total amount of investment in firm properties,
including equipment as well as lots and buildings.
Also include description of expansion of business
operations since the business was originally estab-
lished.
c. Experience: List number of years and locations
of participation in similar police emergency ambu-
lance service, together with any commendations or
complaints received from governmental agencies in
conduct of said business.
d. Stability: State any local business or civic
activities of firm or members thereof aside from
participation in the ambulance service
e. Attendants and Drivers: List names and addresses
of all attendants and drivers who will conduct the
police emergency ambulance service, as well as num-
ber of years employed, training received by attend-
ants and drivers and experience of said personnel
in the conduct of said business, and particularly,
the manner in which training and experience may
compare with minimum eligibility standards.
f. Equipment: Describe available equipment to be
used in police-originated emergency ambulance ser-
vice, particularly in terms of comparative qualities
or capacities as related to minimum eligibility
requirements. Set forth the number of pieces of
equipment that shall be permanently stationed and
maintained within the City of Chula Vista at the
local base of operations for exclusive use in
police emergency ambulance service.
g. Communications: Describe the method of opera-
tion of the communications system between the place
of business and operating ambulances, type of
equipment placed in each ambulance and at the dis-
patch office of the ambulance company, as well as
details of means utilized for insuring prompt dis-
patch of ambulances upon receipt of call from the
police department.
h. Other Facilities and Personnel Available: List
all provisions for record keeping, back-up personnel
and auxiliary services which might be required to
effectively carry out a high level of service to
the public in emergency ambulance operations.
i. Police Regulations and Recommendations. In
addition to the information hereinabove required
to be set forth by the firms bidding for police
emergency ambulance service in the City of Chula
Vista, the bid form shall be submitted to the Chief
of Police for his review and inclusion of his
recommendation and report to the Chief Administrative
Officer of any complaints or commendations which
may have been received relative to the operations
of bidding firms during a two-year period prior to
receipt of the bids. Further, in addition to the
minimum eligibility requirements, the following
standards as recommended by the Police Department

shall be included in the bid form. Bidders are
required to indicate in detail in what manner
their operation meets or exceeds said requirements.
Number of Pieces of Equipment Required (Police
Emergency Service). A minimum of two (2) ambu-
lances equipped to meet set forth in Article IX,
Chapter 31, of the Chula Vista City Code. In
addition, such ambulance company shall provide
for adequate standby or backup service to handle
emergency calls in instances where demands for
service exceed the capacity or availability of
two ambulances.
Type of Equipment. In addition to the equipment
requirements enumerated in Article IX, each
ambulance shall be equipped with a radio trans-
ceiver licensed for two-way radio communications
with a fixed base radio station located at the
dispatch office shall also be equipped with a
radio receiver, tuned to monitor the Chula Vista
Police Radio frequency, 154.815 mc.
Location of Business. The ambulance company pro-
viding police emergency ambulance service shall
be located within the City limits of Chula Vista
in an area which is properly zoned and affords
access and egress of ambulances without undue
hazard or nuisance
Number of Employees. Two ambulance crews, con-
sisting of one driver and one attendant each,
shall be available at all times. In addition,
during periods when ambulances are in operation,
a dispatcher shall be on duty at the office or
dispatch station to insure continuous radio and
telephone communications.
