RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA SUPPORTING THE RELOCATION OF THE EXISTING SAN DIEGO GAS AND ELECTRIC SOUTH BAY SUBSTATION TO THE NEW SITE ADJACENT TO BAY BOULEVARD LOCATED APPROXIMATELY 0.5 MILES SOUTH OF THE EXISTING SUBSTATION SITE TO ACHIEVE THE DEVELOPMENT OF THE CHULA VISTA BAYFRONT MASTER PLAN AND OPPOSING ANY SUBSTATION PROJECT ALTERNATIVE THAT IS NOT CONSISTENT WITH THE CHULA VISTA BAYFRONT MASTER PLAN INCLUDING REBUILDING THE SOUTH BAY SUBSTATION AT ITS CURRENT LOCATION WHEREAS, San Diego Gas and Electric ("SDG&E") own and operate the South Bay Substation located adjacent to the South Bay Power Plant at the bay front in southwestern Chula Vista; and WHEREAS, pursuant to a Memorandum of Understanding ("MOU") between the City of Chula Vista ("City") and SDG&E, SDG&E is in the process of obtaining California Public Utilities Commission ("CPUC") approval to demolish the exiting South Bay Substation and relocate and construct a new South Bay Substation on a 12.42 acre parcel located approximately 0.5 miles south of the existing South Bay Substation along Bay Boulevard ("Proposed Site"); and WHEREAS, along with numerous stakeholders, the City and San Diego Unified Port District ("District") have been working on the Chula Vista Bayfront Master Plan ("CVBMP"), a master planning effort to turn approximately 550 acres of bay front property into a world class destination point for the City, which will include, hotels, a resort and conference center, new marina, residential units, environmental protection, parks, open space, low cost visitor serving, retail, office and cultural uses; and WHEREAS, the site where the existing South Bay Substation exists is designated for pazk land and recreational vehicle park uses in the CVBMP; and WHEREAS, on May 18, 2010 the City Council and District Board unanimously approved the CVBMP, thereby establishing the land use designations contained therein, including the pazk land and recreational vehicle park uses at the existing South Bay Substation site; and WHEREAS, on August 9, 2012 the California Coastal Commission unanimously approved the CVBMP, thereby ratifying the land use designations contained therein, including the park land and recreational vehicle park uses at the existing South Bay Substation site; and 1-1 Resolution No. Page 2 WHEREAS, the CPUC's Draft Environmental Impact Report (DEIR") for SDG&E's substation relocation project currently identifies rebuilding the substation at its existing location as the environmentally preferred alternative which is inconsistent with the adopted land use designations contained in the approved CVBMP; and WHEREAS, to achieve the development and be consistent with the CVBMP, SDG&E must relocate the South Bay Substation from its current location to the Proposed Site. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista, that it strongly supports the relocation of the South Bay Substation to the Proposed Site and opposes any substation project alternative that is not consistent with the Chula Vista Bayfront Master Plan including rebuilding the South Bay Substation at its current location. BE IT FURTHER RESOLVED by the City Council of the City of Chula Vista, that it respectfully requests that the California Public Utility Commission approve the relocation of the South Bay Substation to the Proposed Site. BE IT FURTHER RESOLVED by the City Council of the City of Chula Vista, that staff is hereby directed to complete the work necessary to carry out this Resolution.
