HomeMy WebLinkAboutReso 2012-154RESOLUTION NO. 2012-154 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ACCEPTING BIDS AND AWARDING A CONTRACT FOR THE "TRAFFIC SIGNAL MODIFICATION AT FOURTH AVENUE AND "G" STREET, [CIP NO. TF373, FEDERAL PROJECT NO. HSIPL 5203 (031)]" PROJECT TO LEKOS ELECTRIC, INC., IN THE AMOUNT OF $152,375, WAIVING CITY COUNCIL POLICY 574-O1 AND AUTHORIZING THE EXPENDITURE OF ALL AVAILABLE CONTINGENCY FUNDS IN AN AMOUNT NOT TO EXCEED $30,475 WHEREAS, this project is included in the Fiscal Year 2011/2012 Capital Improvement Program (CIP) budget to modify and upgrade the existing traffic signal system at the intersection of Fourth Avenue and "G" Street intersection; and WHEREAS, on June 20, 2012, after a public bidding process, the Director of Public Works received five (5) sealed bids for the "Traffic Signal Modification at Fourth Avenue and "G" Street [CIP No. TF373, Federal Project No. HSIPL 5203 (031)]" Project; and WHEREAS, the Director of Public Works received five (5) bids as follows: NO. Contractor TOTAL BID AMOUNT 1 Lekos Electric, Inc. - El Cajon, CA $152,375 2 DBX, Inc. -Temecula, CA $163,915 3 Select Electric, Inc. -Spring Valley, CA $167,185 4 Republic Intelligent Transportation Services, Inc. -Novato, CA $178,000 5 HMS Construction, Inc. -Vista, CA $206,214* * The italicized bid amount shown for HMS Construction, Inc. is the corrected bid after accounting for a mathematical error. The grand total bid originally submitted by HMS Construction is $202,556. This error did not affect the outcome of the bid. WHEREAS, the low bid submitted by Lekos Electric, Inc. is below the Engineer's estimate of $212,125 by $59,750, or approximately 28%; and WHEREAS, Lekos Electric, Inc. has installed similaz traffic signal projects in the City with satisfactory performance; and WHEREAS, staff has reviewed the low bid and recommends awarding a contract to Lekos Electric, Inc. of El Cajon, California; and Resolution No. 2012-154 Page No. 2 WHEREAS, in order to approve change orders as necessazy, staff is requesting City Council waive Council Policy No. 574-01. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby accept bids and award a contract for the "Traffic Signal Modification at Fourth Avenue and "G" Street [CIP No. TF373, Federal Project No. HSIPL 5203 (031)]" Project to Lekos Electric, Inc. in the amount of $152,375; and BE IT FURTHER RESOLVED, that the City Council of the City of Chula Vista does hereby waive Council Policy No. 574-01 and authorize the Director of Public Works to approve change orders as necessary and expend all available contingency funds in an amount not to > , exceed $30,475.
