RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
FINDING THAT CERTAIN WORK FOR THE CONSTRUCTION OF A TEMPORARY
ROAD CONNECTING "G" STREET AND "F" STREET, WESTERLY OF THE
PERMANENT TIDELANDS AVENUE ALIGNMENT, AND THE MODIFICATION
OF THE "F" STREET RAILROAD BRIDGE IS OF URGENT NECESSITY
FOR THE PRESERVATION OF HEALTH AND PROPERTY, AND THAT SAID
WORK SHOULD BE ACCOMPLISHED BY THE PUBLIC WORKS DEPARTMENT
WITHOUT ADVERTISING FOR BIDS
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the City Council has heretofore determined that
it is essential to provide additional ingress and egress from the
75-acre Tidelands area fill to serve the parking and warehouse facilities
of Rohr Corporation and that the most feasible means to accomplish
this end is to construct a temporary two-lane road connecting "G"
Street and "F" Street westerly of the permanent Tidelands Avenue align-
ment and to modify the intersection of "F" Street and West Bay Boulevard
and a portion of the "F" Street Railroad Bridge, and
WHEREAS, it is essential that such work be accomplished as
soon as possible in order to protect the health, safety and general
welfare of all persons traveling within said area, and
WHEREAS, the City Engineer has indicated that, in addition to
the urgent necessity for the completion of this work in order to preserve
the health, safety and general welfare of said persons and the property
rights of said persons, the following circumstances constitute further
cause for the accomplishment of said work by the Public Works Department
and the waiving of bidding requirements:
1. Foundation problems on the construction site consisting
of a wide variety of unstable or difficult materials ranging
from mud to solid materials create highly conjectural and
uncertain circumstances, making bidding unfeasible.
2. The work to be accomplished in connection with the renova-
tion and modification of the "F" Street Bridge would also
involve difficulty in the formulation of bidding specifications
and since the use of said bridge is granted to the City of
Chula Vista and the City is desirous of performing said
modifications in a manner most acceptable to the railroad
and of preserving sound relations with the railroad, the use
of City forces under close supervision is deemed most advan-
tageous.
3. Because the right-of-way problem involves three separate
ownerships and may be subject to change during the course of
construction it is essential that the City maintain a degree
of flexibility in meeting the needs and desires of said
property owners which would be best accomplished if the
City were performing the work itself.

4. As repeatedly stated by the City Engineer, time is
of the essence in this project and delays which would be
created and compounded by the bidding process would further
hazard the public health, safety and general welfare. The
most economical and expeditious method of performing the
work, which can be accomplished by City work forces in
approximately two months, should be utilized.
WHEREAS, the estimated cost to accomplish the "F" Street
modification and the Tidelands Avenue alternative from "F" Street to
"G" Street is $21,000.00.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista, based upon the foregoing facts and reasons
does hereby find that competitive bidding for the accomplishment of
said work is impractical and undesirable.
BE IT FURTHER RESOLVED that the City Engineer be, and he
is hereby directed to secure the completion of this work through the
use of City work forces or in such other manner as may be necessary
and to conclude such necessary contracts for the accomplishment of
said work.
BE IT FURTHER RESOLVED that the City Engineer be, and he is
hereby authorized to expend the sum of $21,000.00 or that amount of
money less than $21,000.00 necessary for the purpose hereinabove set
forth from the 1-53, BO-3 account.
