RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
SUPPORTING CERTAIN SUGGESTED PROVISIONS RELATING TO THE
ADMINSTRATION OF THE COLLIER-UNRUH GAS TAX PROGRAM
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, California state and local governments have worked
together to develop the finest network of city streets, county roads
and state highways in the country, and
WHEREAS, local governments are finding it increasingly
difficult to procure the matching funds necessary for maximum utiliza-
tion of the Collier-Unruh Transportation Act of 1963, and
WHEREAS, there is an increasing need to provide additional
financing for state highways not on the interstate system, and
WHEREAS, the Collier-Unruh Act has resulted in a burdensome
paper workload which annually costs the State Department of Public
Works $1,000,000.00 and considerably more than that figure for local
administration, and
WHEREAS, Collier-Unruh funds are needed desperately for
urban street construction and railroad grade separation projects.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Chula Vista that said Council does hereby support a 1967
highway program to include:
1. An elimination of the matching requirement under
Section 186 of the Collier-Unruh Transportation Act.
2. An increase in the railroad grade separation fund
by $5,000,000.00.
3. A program for the certification of local engineer-
ing departments having a qualified engineering staff
and procedures whereby the geometric and construction
standards established by its engineering staff may be
utilized on select system projects if certified by
the local engineer to be in general agreement with
the state approved standards under the Collier-Unruh
Act.
4. Extend the accumulation period for Collier--Unruh
funds from two to five years with the provision that
the city may petition the State Department of Public
Works for permission to accumulate funds beyond the
five year limitation to a maximum of ten years.

BE IT FURTHER RESOLVED that the City Clerk of the City of
Chula Vista be, and he is hereby directed to forward certified copies
of this resolution to the Honorable Ronald Reagan, Governor of the
State of California, to all members of the Legislative Delegation of
the County of San Diego, and to the State Department of Public Works.
