HomeMy WebLinkAbout2012/07/17 Item 08CITY COUNCIL AGENDA STATEMENT ~~ CITY OF CHULA VISTA NLY 17, 2012, ITEM TITLE: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ACCEPTING $2,910,247 FROM THE SOUTHWEST BORDER ANTI-MONEY LAUNDERING ALLIANCE, ADDING ONE POLICE SERGEANT TO THE AUTHORIZED STAFFING LEVEL OF THE POLICE DEPARTMENT AND APPROPRIATING $819,312 TO THE POLICE GRANT FUND SUBMITTED BY: CHIEF OF POLICE REVIEWED BY: CITY MANAGER 4/STAB VOTE: YES ~ NO SUMMARY The Police Department received notice of a grant award in the amount of $2,910,247 from the Southwest Border Anti-Money Laundering Alliance (Alliance) to act as the fiduciary for the Operation Northern Eagle (ONE) task force. This three-year grant will fund six task force positions from regional law enforcement agencies. The Chula Vista Police Department will assign two positions (one Sergeant and one Agent) to the task force. The objective of this task force is to systematically target and prosecute money laundering associated with southwest border area crimes involving transnational criminal organizations (TCOs) using amulti-jurisdictional approach. ENVIRONMENTAL REVIEW This proposed activity has been reviewed for compliance with the California Environmental Quality Act (CEQA) and it has been determined that the activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines because it will not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) ofthe State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is necessary. RECOMMENDATION Council adopt the resolution. BOARDS/COMMISSION RECOMMENDATION Not applicable. 8-1 NLY 17, 2012, Item ~ Page 2 of 3 DISCUSSION The Police Department has been awarded $2,910,247 from the Southwest Border Anti- Money Laundering Alliance (Alliance) for a three-year project tazgeting money laundering organizations. In furtherance of the goals established by the Southwest Border Anti-Money Laundering Alliance (SWB Alliance), the Chula Vista Police Department, San Diego Police Department, National City Police Department, San Diego County District Attorney's Office, and Imperial County District Attomey's Office will assign personnel to build upon the intelligence networks, interdiction tactics, and collaborative experience achieved under the many task force operations currently operating in San Diego County to target what has been the lifeblood of the DTOs (drug trafficking organizations): their money. The grant task force, Operation Northern Eagle (ONE), will wnduct financial investigations with the ultimate goals of seizing the assets of money-laundering TCOs, prosecuting individuals and corrupt enterprises, and disrupting and eliminating the financial infrastructure that provides the resources needed by these entities to finance their criminal activities. ONE will leverage the combined investigative and prosecutorial resources of local, state, and federal law enforcement agencies in San Diego and Imperial County to better coordinate the development and implementation of investigations that emphasize: (1) multi-state and international money laundering mechanisms; (2) the movement of money to TCOs with a record of violence; (3) the movement of weapons from the United States into Mexiw; (4) shazing of multi-state information, intelligence, data mining, and analyses; and (5) training for law enforcement, prosecutors, and private sector partners regazding money laundering, financial investigation, and asset forfeitures. ONE will achieve maximum impact by prioritizing intelligence sharing, intelligence- driven enforcement, strategic planning, and coordination among its partners to dismantle the money-laundering TCOs responsible for the Nation's supply of illegal drugs, other border-area crimes, and associated violence. DECISION MAKER CONFLICT Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently the 500-foot rule found in California Code of Regulations section 18704.2(a)(1) is not applicable to this decision. CURRENT YEAR FISCAL IMPACT Approval of this resolution will result in the addition of one Police Sergeant to the authorized staffing level ofthe Police Department. The Agent assigned to this task force is already included in the fiscal year 2013 adopted budget. Furthermore, approval of this resolution will result in the amendment to the Police Grant Fund budget by appropriating $182,827 to the personnel category for salary and benefits and overtime costs and $636,485 to the supplies and services category for contractual costs of other agencies, training, equipment and investigative travel costs. 8-2 JiJLY 17, 2012, Item ,' Page 3 of 3 ONGOING FISCAL IMPACT Funding from the Southwest Border Anti-Money Laundering Alliance will cover full project costs for the three-year period of 7/1/2012 to 6/30/2015. If no additional funding is identified beyond 6/30/2015, then this project may need to be eliminated. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ACCEPTING $2,910,247 FROM THE SOUTHWEST BORDER ANTI-MONEY LAUNDERING ALLIANCE, ADDING ONE POLICE SERGEANT TO THE AUTHORIZED STAFFING LEVEL OF THE POLICE DEPARTMENT AND APPROPRIATING $819,312 TO THE POLICE GRANT FUND WHEREAS, the Chula Vista Police Department has received notice of a grant award in the amount of $2,910,247 from the Southwest Border Anti-Money Laundering Alliance; and WHEREAS, the grant funds will be used during athree-year period to systematically target and prosecute money laundering associated with southwest border area crimes involving transnational criminal organizations; and WHEREAS, one Police Sergeant will be added to the authorized staffing level of the Police Department; and WHEREAS, the funding from the Southwest Border Anti-Money Laundering Alliance will fully offset the project costs during the three-year grant period. NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula Vista does hereby accept $2,910,247 from the Southwest Border Anti-Money Laundering Alliance, approve the addition of one Police Sergeant to the authorized staffing level of the Police Department and amend the Police Grant Fund budget by appropriating $182,827 to the personnel category for salary and benefits and overtime costs and $636,485 to the supplies and services category for contractual costs of other agencies, training, equipment and investigative travel costs.
